Description
This is a pre-solicitation and information notice only. The scope of work is a project that consists of furnishing all plant, labor equipment, materials, and transportation and performing all required work in accordance with the plans and specificati ons for a Communications Shelter located on Range 54, Fort Riley, Kansas. Required work includes the principal features listed below. Outline of principal features does not limit the responsibility of the Contractor to furnish all plant, labor, equipment, materials, and transportation and perform all work required by the plans and specifications provided during the solicitation period. The expected specifications may be (but not limited to) as follows: Grading: Sheet grade immediate perimeter around buildi ng and haul off vegetation debris; Building foundation: 2' wide strip of footing, up to 1' above grade and 3 below grade for frost. Necessary backfill with a cap slab under building; Generator pad: one 10x15 slab. Provide one minimum 5x5x4 stoop at door. Provide 4 of stone cover within 10 perimeter of building. Communications hut (expected specifications): Precast Concrete Shell Size Outside Dimension 11-0 Long x 7 Wide x 10-1 High; Finished Inside Dimension  10-0 Long x 6-0 Wide x 9-1 High; Approximate finished weight: 45,000 pounds; Floor load: 250 PSF; Roof load: 65 PSF; Wind load: 150 MPH, Exp C. Seismic Zone 4; Bullet Resistance: Equivalent to UL-752, Level 4; Finishes: Exterior Walls: Chamfered painted surface, tan color. Inter ior Walls: 1/8 FRP mounted on 1/2 board; Insulation: R-11 on walls and ceiling. (1) 4x4 termination board; white. Floor: Vinyl composition tile with rubber base molding; Roofing: Elastomeric coating; Doors: (1) 3-0 x 7-0 18 gauge steel door with 16 gauge steel frame; Locks: Storeroom lockset with changeable core; Other Door Hardware: NRP Stainless steel hinges, door closure, door pick plate, door holder, weather strip, aluminum threshold; Door Hood: Door drip cap  2 ? wide; Openings: Standard fl oor and wall block-outs, but cannot exceed the structures design limitations; Communications hut electrical (expected specifications): Power Service: 200A 3? 120/208V; Disconnect Switch: 200A Exterior Disconnect Switch; Main Distribution Panel: 200A 3?, 4 0 spaces; Surge Suppression: 45K Peak Amp Surge Suppressor; Convenience Outlets: (4) 125v/20A Duplex outlets; Exterior GFI Outlets: (1) 125v/20A outlets; Environmental System: HVAC: (2) 3 Ton 3? HVAC Units with 5kw heater, no economizer. Controls: (1) Lea d Lag Controller Alarms; Alarms: (1) 25 pair Alarm terminal box with intrusion, smoke, power failure, HVAC fail, and high/low temperature; Lighting: Interior: (5) 4 fluorescent light fixtures 2 tube electronic ballasts. Exterior: (1) Exterior light 150w HPS with photocell and motion detector. Emergency: (1) Emergency fixture with dual flood lights. Switches: (1) 20 amp light switch; Cable Ladder: Ladder Rack: (25) 12 zinc dichromate racking mounted 12 BFC; Grounding: Ground Bar: (1) 1/4 x 4 x 20 g round bar. Ground Ring: Interior halo ring to include grounding of cable racking and other metallic items; Fire Extinguisher: (1) 5 lb CO2 fire extinguisher; Log Book: (1) Literature holder; Tie Down Kit: (1) Set includes brackets and bolts; Telephone: ( 1) Telephone and jack attached to 4x4 telco board; Fire Protection: System engineering per NFPA protocol; tanks, piping and FM200 agent to 7% concentration; smoke detectors and relays; abort buttons, pull stations and strobes; required testing, start-up a nd instructions. Proposed contract will be a firm fixed price contract. A sealed bid will be issued on or about 22 August 2007. This is the earliest date the solicitation will be available. The estimated price range is between $100,000 and $250,000 (see FAR 36.204). The North American Industry Classification System (NAICS) code is 237130. Procurement acquisition will be solicited unrestricted in accordance wi th Public Law 100-656. The Small Business size standard for this project is $31,000,000.
