- It is the intent of the National Library of Medicine to partner with the Optical Society of America (OSA) in the development and evaluation of a prototype biomedical interactive archive, and associated journal, which will allow viewing and analysis of curated, supplemental biomedical source data, published in conjunction with a peer reviewed manuscript. The newest generation of biomedical instrumentation allows unprecedented measurement precision and accuracy, providing the potential for transforming diagnostic medicine into a truly quantitative science. Data associated with medical research and clinical trials is currently often sequestered and not available to the greater scientific community for analysis and review. Moreover, convenient tools for viewing and analyzing the data are not generally available, source data is often only indirectly linked to journal articles, and digital data is published in non-standard formats with limited ability to search metadata characterizing the associated measurements. The OSA is the world?s leading scientific society devoted to advancing the science of light. OSA members are actively involved in developing advanced imaging and spectroscopic biomedical instrumentation such as: optical coherence tomography, photo-refractive keratectomy, diffuse optical imaging, and confocal microscopy. Three OSA journals are currently indexed in Medline. Over the past two years OSA has been actively investigating developing a Biomedical Archive Network Center to provide an infrastructure for collecting and archiving biomedical source data and associated metadata, and providing the links to peer reviewed articles describing the research and clinical studies which generated the data. OSA and NLM propose to develop a prototype interactive e-journal with links to source data and associated metadata, providing the research and clinical communities with unprecedented data access and analysis tools. This is not a request for proposals. NLM believes that the OSA is the only biomedical publisher with journals indexed in Medline which has already made the necessary infrastructure investment to successfully publish an open-access prototype interactive e-journal within a one year time frame.
