Description
Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract with Amgraf, Inc., a small business, on a sole source basis to satisfy user requests for enhanced OFDP functionality and training and support for the OFDP software. Background - The Forms and Mail Management Branch (FMMB) of Administrative and Customer Services Division (ACSD) began their use of Amgraf, Inc. software in 1991 to design questionnaires. When the IBEAM project was initiated, the goal was to pass questionnaire content to ACSD in a controlled format. At that time, it was determined that the most efficient approach would be for Amgraf, Inc. to write the software, which would provide interface - the means of information transfer - between the Amgraf software and IBEAM. The project to create the interface between One Form Designer Plus (OFDP, Amgraf software) and the IBEAM system was successfully completed. Future Requirements - Since the initial phase of the extended project, Amgraf, Inc. has been successfully called upon to provide similar services for the past two years on this critical phase of the project, and the expertise of this proven team of experts remains needed through 2011. The continuing use of their expertise and past experience of Amgraf, Inc. on this project, will help ensure its success. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing , and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to Albert E. Kennedy at the U.S. Census Bureau, Acquisition Division, via email address albert.ernest.kennedy@census.gov. Ensure subject is titled ENHANCEMENTS TO ONE FORM DESIGNER PLUS (OFDP) SOFTWARE. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to Amgraf, Inc. without further notice.
