- The NMFS intends to award a sole source purchase order to Dr. C. Phillip Goodyear for a base plus 2 option years to perform analystical support to the Billfish Research Program for the Southeast Fisheries Science Center, Miami, FL. The same duties performed in the base period will be the same for the option years. During the last 10 years Dr. Goodyear?s focus has been on Istiophorid billfish and since 2000, has participated in several International Convention for the Conservation of Atlantic Tuna (ICCAT) billfish assessments, and has collaborated the NMFS scientists on numerous peer review publications involving the mandatory topic areas given above, as well as many working documents. Dr. Goodyear is intimately familiar with analysis of Popup Satellite Archival Tag (PSAT) data, as well as the oceanographic data needed to supplement PSAT analyses. Dr. Goodyear has unique background and possess unique analytical skills to provide the stated consulting services and meet current project deliverables. The contractor shall supply analytical and statistical support to the Billfish research program of SEFSC relative to experimental longline studies and the billfish bycatch problems associated with this gear, evaluations of data derived from electronic popup satellite archival tag data, and analysis of oceanographic features associated with the movement data derived from these electronic tags. Therefore, the contractor must have intimate knowledge and vast experience in these research areas, in order to successfully accomplish this work. Since the research topics are so specialized, previous experience collaborating with SEFSC billfish research team on the design of longline experiments and analysis of data derived there from, and the analysis of electronic popup satellite archival tag data, including the design of software to display tag results, are essential. The contractor will participate in manuscript preparation and associated analyses for a number of papers in FY 07, the primary focus will be on development of the paper on ?Hypoxia-based habitat compression of Istiophorid billfish in the Atlantic Ocean.? Additional work will include papers on: The vertical habitat of Atlantic swordfish versus three istiophorid billfishes: diel differences and the potential for longline bycatch reduction; Development of movement corridors from popup satellite archival data: and ascent and descent speeds for istiophorid billfish and swordfish. The proposed project include the following deliverables: 1. Perform assessment analyses for western and eastern Atlantic sailfish and assist in analyses of oceanography that will be part of the focal paper on Atlantic Habitat Compression; 2. Perform statistical and other analyses of longline and tag data required to advance SEFSC billfish research goals relative to the specific research papers; 3. Integrate analytical results with environmental data and other information concerning national and international fisheries that target billfish or that catch them incidental in fisheries directed at other species; 4. Provide SEFSC with documentation of research results suitable to be readily incorporated into manuscripts to be submitted for publication in peer reviewed journals; 5. Write and supply SEFSC with software to display time traces of data collected via electronic tags; 6. Participate in progress meetings between the parties at mutually agreed intervals; 7. Participate in and facilitate submission of the four peer review papers. The anticipated performance period is date of award through December 31, 2007. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications. A response from an interested firm must address it knowledge of the International Convention for the Conservation of Atlantic Tuna (ICCAT) Program and its relationship to Istiophorid billfish. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above.
