- This is a sources sought synopsis for acquisition planning purposes only. No formal solicitation exists at this time, and this is not a request for proposals. The Bureau of Reclamation, Lower Colorado Dams Office is seeking sources to assist them with Evaluation of the Lower Colorado River Dams' (Hoover, Davis, and Parker) Vulnerability to Quagga Mussel Biofouling and Recommendations for Macrofouling Control Strategies. Principal features of the work include, but is not limited to, providing labor, equipment, materials, and supervision to: (1) review the existing water systems at the Dams, (2) identify the potential threats to the systems and components, (3) recommend specific strategies to protect the various systems and reduce the impact of the Quagga Mussel arrival at the station; (4) provide briefings to government personnel and stakeholders; and (5) implement strategies to control mussel infestation. All interested firms may submit Capability Statements for consideration. Interested firms shall be independent consultants not associated with any particular mitigation technology. The capability statements will be used to determine the number of responsible, qualified sources available to perform the work. Capability Statements shall demonstrate the following: (1) Extensive experience (5 or more years) in the field of freshwater macrofouling control and understanding of both the biology of Quagga Mussels and the technologies applied to manage the mussel problem; experience should be specifically related to analyzing and identifying potential impacts of invasive species on hydro, coal fired, and/or nuclear power plants; and developing and performing control technologies; (2) Key personnel, biologists and engineers, experienced in the management and mitigation of Quagga Mussell challenges; (3) Thorough understanding of the regulatory requirements governing the use of various mitigation strategies in an industrial setting. The experience summary must include at least three (3) hydro plant or similar projects that included the review and evaluation of environmental impacts, regulatory permitting, and engineered mussel control technologies. Firms shall also identify their socioeconomic status; e.g. small business, 8(a), Hubzone, Service Disabled Veteran, or Large Business. The estimated value of this work is less than $25,000 with a performance period of 60 days. This acquisition will be conducted under North American Industry Classification System (NAICS) Code 541690 Other Scientific and Technical Consulting Services, small business size standard of $6.5M Capability statements are to be submitted not later than August 16, 2007. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, whether there are responsible, qualified firms available to perform the work.
