- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number DLQ070047. This document incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 212321. The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. DESCRIPTION OF WORK: Delivering and stockpiling Basalt Rock Boulders at the Wilson Creek Sites along Wilson Creek Road in Owyhee County. Boulders shall be a minimum of 30" in diameter, with a maximum diameter of 48". LINE ITEM NUMBER IS: Line Item 0001, Basalt Boulders, Quantity 630 each. LOCATION 1. Wilson Creek Trailhead - off of Wilson Creek Road, T1S, R3W, Section 8, NWSE. 2. Wilson Creek Overflow - off of Wilson Creek Road, T1S, R3W, Section 8, NWSE. 3. Wilson Creek Wayside - off of Wilson Creek Road, T1S, R3W, Section 4, SESE. Wilson Creek Boulder Site Location map is available by contacting Patricia A. Fort at (208) 373-3910 or email at patricia_fort@blm.gov. CONTRACTOR-FURNISHED MATERIALS Deliverables - Contractor shall supply Basalt Rock Boulders ranging in size from 30" to 48" in diameter. The following quantities shall be delivered to each site: 300 - Boulders at Wilson Creek Trailhead 170 - Boulders at Wilson Creek Overflow 160 - Boulders at Wilson Creek Wayside DELIVERY: Contractor shall deliver the boulders between September 17, 2007 and October 31, 2007; with deliveries to occur, between the hours of 8 a.m. and 4:30 p.m. Monday through Thursday as directed by the Government. GOVERNMENT-FURNISHED MATERIALS Government will provide the flagging and steel staking of the project boundary, and will have a representative on-site between 8:00 AM and 4:30 PM. The following provisions and clauses apply to this procurement: FAR 52.212-01 Instructions to Offerors - Commercial Items; FAR 52,212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources.
