Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-07-Q-0034 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source contract for a Impact Test Ma chine to Instron Corporation located in Norrwood, MA. M Patton, Building 5421, Redstone Arsenal, AL 35898. All responsible sources may submit an offer, which shall be considered by the Agency, if received by 21 August 2007, 4:00 pm (CST). Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as ap propriate for the dollar value of the award. The Government intends to acquire a commercial item using FAR Part 12. The solicitation/ resulting contract include the following provisions/clauses: Provision 52.212-1, Instructions to Offerors - Commercial; C lause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commer cial Items, are applicable to this acquisition. Offer is due not later than 21 August 2007, 4:00 pm (CST), in the contracting office, Building 5400, Room B148, Redstone Arsenal, Alabama, 35898-5250. Interested organizations may submit their capabilities an d qualifications to perform the effort in writing to the identified point of contact not later than 21 August 2007, 4:00 pm (CST). Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this proc urement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are no t acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. Electronic quotes are preferred, but fax quotes will be accepted. In the event multiple quotes are received, evaluation we be co mpleted on the basis of lowest price, technically acceptable. Technically Acceptable will be defined as meeting or exceeding all of the specifications listed above.
