Description
NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Environment Canada (EC) Air Quality Research Branch to carry out regular measurement programs of greenhouse gas mixing ratios and stable isotopes of carbon dioxide. The NOAA Global Monitoring Division (GMD) and EC measurements from air samples collected at the Canadian Arctic station at Alert have previously been carefully compared by the two laboratories, providing a foundation for further collaborative measurements. Collaborative measurements must be carried out in order for GMD to meet the North American goals of the U.S. Climate Change Science Program. GMD requires the regular, long-term measurements discussed above, within a network of carefully chosen sites in North America, to study the variation of greenhouse gases with height, which will enable GMD and other scientists to quantify the predicted North American terrestrial biosphere?s net uptake of carbon dioxide from the atmosphere. Quantifying the North American carbon budget and identifying implications for the global carbon cycle are priority items outlined in the U.S. Climate Change Science Program Strategic Plan. Period of performance shall be October 1, 2007 to September 30, 2008. EC operates the BERMS site in Canada where GMD requires these measurements to be carried out. This site is a secure facility with limited access. In addition, EC already has personnel in place with the required expertise in the air sampling and analysis that is required. This procurement is being conducted per FAR Part 13.1, Simplified Acquisition Procedures (NTE $100K). This notice is issued for information only. NO SOLICITATION IS AVAILABLE. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide these services without any detrimental impact to NOAA's program may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact within 15 days after publication of this synopsis. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
