- The NMFS intends to award a sole source purchase order to Dr. C. Mindy Nelson to perform statistical analyses and related literature reviews and report writing for the St. Lucie Fish Health Study. The following reasons are given for this selection. This service order is part of a multi-year project. Dr. Nelson has been an asset to the project since the inception of the statistical modeling component. She has a blend of statistical knowledge and competence and biological expertise that is essential to this project. She has had several years of experience working with the St. Lucie fish health database and has prepared the models and the refined, quality assured database that will be the basis of this year?s work. Her involvement is essential to the completion of the project. She is thoroughly familiar with the database, the software, and the analytical methods to be used and is already totally knowledgeable about the work. Furthermore she is familiar with the many files of analytical output, tables, and graphs that relate to the work. Therefore no orientation, gearing up, or learning time is necessary for her participation. Given the nature of the project, with fixed-date obligations to funding sources as well as NOAA mandates and a need for continuity, it is essential that SEFSC arrange for Dr. Nelson to conduct this work. It is essential to continue her involvement in the project in order to complete the reports that NOAA is obligated to provide to the State of Florida and to prepare the manuscript to be developed from the reports. Project objectives are to (1) determine sources of variation and trends in the prevalence of abnormalities in fish of the St. Lucie estuarine system and nearby reference sites, (2) relate the prevalence of abnormalities to freshwater inflow and other environmental variables, and (3) develop performance measures that can be used to evaluate the effectiveness of regional and local restoration and remediation projects. The anticipated performance period is date of award through one year. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications in regards to the above requirement. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above. Firms shall demonstrate experience and knowledge in the area of statistical analysis, related literature review and report writing in reference to the St. Lucie Fish Health Study.
