- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to issue a Request for Proposal (RFP), as Full and Open Competition, for a multiple wavelength laser eye protection (LEP). The LEP, in a visor format, is to be used in conjunction with standard U.S. Navy fixed- and rotary-wing aircrew helmets, Joint Service Aircrew Advanced Laser Eye Protection Visor (JALEPV). U.S. Navy aircrews are vulnerable to hazardous and threat laser systems both in the visible (in-band) and near-infrared (out-of-band) portions of the electromagnetic spectrum. The Navy is seeking a vendor who will be able to successfully manufacture product in the standard Navy visor formats (Inventory Objective (IO) 3.000+, Other Services TBD), multiple wavelengths LEP visor Technology Readiness Level (TRL) 8, preferred TRL 9. In-place DD-254 will be required to provide Key Performance Parameters (KPP): protection wavelengths, OD, etc. Primary specification is currently being rewritten but similar to MIL-PRF-29610. A rigorous NAVAIR system engineering technical review (SETR) process using an incremental production readiness process and documentation review, approval, and delivery will be employed. Delivery schedule will begin approximately 4 months After Contract Award (ACA) with the vendor providing Test Samples and 12 Engineering Development Model (EDM) units following successful Preliminary Design Review (PDR). Following a successful Critical Design Review (CDR), 28 First Acceptance Test (FAT) units will be delivered demonstrating that vendor product meets cost-wise, technical, and producibility requirements. After full EDM/FAT delivery and Government Acceptance, the Government will evaluate whether to exercise an LRIP option to manufacture 100 additional units. Subsequent contract evaluation will be determined to meet IO. The RFP will be electronically available on or about October 01, 2007 on the NAVAIR web site, http://www.navair.navy.mil.
