Description
The Government anticipates a Logical Follow-On, Source Source award to the encumbent. (Note 22 applies) The Air Force Medical Support Agency (AFMSA) is a forward operating agency of the Headquarters United States Air Force Surgeon General (HQ USAF/SG). This organization advises the AF/SG, the Secretary of the Air Force (SAF) and Air Force Chief of Staff, as well as the Office of Assistant Secretary of Defense for Health Affairs (OASD(HA)) on matters pertaining to the medical aspects of the air expeditionary force and the health of AF personnel and beneficiaries. This organization is responsible for the development of plans, programs and procedures to support worldwide medical service missions as well as identifying shortfalls within current program plans and budget in order to field new technologies and services. SUMMARY OF SERVICES REQUIRED. The contractor shall support the AFMSA mission by providing a full range of Professional Services (PS) in providing support as a subject matter expert in Telemedicine, especially in the area of Telehealth and Teleradiology. Services required are within disciplines consistent with the AFMSA roles and responsibilities in supporting the AF/SG?s programs and services. The contractor employees shall be proficient in the application of federal, state, and/or local regulations and statutes, AF and Department of Defense (DoD) regulations and other regulatory documents within their field of expertise. The goal is to provide excellent customer service to the AFMSA internal and external customers. The contractor shall ensure quality assurance of its products and services. Travel will be required of the contractor support personnel. GENERAL REQUIREMENTS. The contractor shall provide personnel to accomplish the following support services: Analyze, compile, summarize and document progress in meeting established goals; developing, evaluating, advising, providing feedback and improving the efficiency and effectiveness of cost estimates, schedules, performance of contract requirements and risk management. Ensure coordination of products/services in accordance with applicable policies or procedures. Utilize technical writing skills to prepare, review and/or to provide inputs, edits, formats changes to a wide variety of documents/reports. SPECIFIC REQUIREMENTS. SUBJECT MATTER EXPERT (SME) SUPPORT. The purpose of the SME is to provide an enterprise architect who will have the specific task of coordinating Headquarters United States Air Force Surgeon General Research and Development Division (AF/SGRS) activities with Clinical Information Technology Program Office (CITPO), Tri-Service Medical Agency (TMA), Resource Information Technology Program Office (RITPO), Veteran?s Administration (VA) and others agencies to help work out archiving issues in collaboration with Health Informatics Division?s in-house architectural team. The primary technical activities include conduct ?due diligence? on the Air Force Integrated Clinical Database Development (ICDB) solution for telehealth and teleradiology and ensuring the solution can be adapted to trace directly to the DoD Military Health System (MHS) Enterprise Architecture. The contractor SME shall provide the telehealth and teleradiology program architecture expertise during the deployment of an AF integrated solution to key DoD sites. The contractor SME shall: Conduct due diligence on the Air Force ICDB solution for telehealth and teleradiology so it can withstand the scrutiny and be adapted to trace directly to the DoD MHS Enterprise Architecture (EA). Provide architecture expertise to address the following issues: Storage, retention and long-term archival of information and images Hardware/software/middleware integration Scalability and interoperability with multiple hospital information systems and radiological information systems Provide architecture expertise on an as-needed basis for deployment of Air Force integrated solution to key DoD sites. PERIOD OF PERFORMANCE (POP). The POP for this contract will be for a period of six (6) months, hereto referred to as the Base Period. The resulting contract will include one 6-month base period with no option periods.
