- The United States Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center) is soliciting sources for constructing and upgrading fire life safety systems in Air Traffic Control Towers (ATCT) on a national level. The Volpe Center is seeking contractor support to provide the Federal Aviation Administration with construction management and construction services. This consists of providing the necessary personnel and materials to implement Fire Life Safety system upgrades to comply with OSHA standards at single egress ATCTs. Work requirements will typically involve providing various data submittals for detailed shop drawings, work plans, Health and Safety Plans, QA plans, data sheets, training, and testing plans, etc. specific to construction upgrades. This will typically involve installing hardware, systems, components, and/or equipment for listed Class A fire detection and alarm systems, repairs to penetrations with listed fire stopping systems, fireproofing of unprotected steel beams, installing new fire dampers and pressurization systems, removal of existing Halon systems, sprinkler system repairs and upgrades, installation of fire and smoke dampers, fire rated doors/ walls/ ceiling assemblies, updating of portable fire extinguishers and egress signage, including other small miscellaneous upgrades. Any Potential Contractors will be required to meet specific qualifications and experience with respect to fire alarm, fire stopping, fire proofing and electrical work , such as: (1) FA installs supervised by NICET level 3 or 4, at least NICET level 2 technician workers, and at least 5 years of install experience for type of mfg. systems, (2) Licensed electricians, and at least 5 years experience installing FA wiring, (3) Fireproofing factory trained, certified and minimum 3 years experience applying, (4) Fire stopping factory trained, certified and minimum 3 years experience installing, (5) At least 3 years of overall experience similar to type of general construction for similar type facility projects. Any Potential Contractor will also be required to work in controlled-access air traffic control towers that are active. Contractor employee background checks may be required. Work schedules will require some or all night work to install or upgrade systems and limit disturbance to Air Traffic operations and personnel. Sources are requested to submit two (2) copies of a Statement of Capabilities in detail sufficient to allow the Government to ascertain the source capabilities. At a minimum, capability information shall include: Contract number; Customer (Government agency or private industry); Contracting Officer's Representative (COR) name, telephone and fax numbers; contract value and type of contract; period of performance; and description of product/services. Information provided should be detailed in the area(s) described above so the Government can assess the ability of the company to provide the described services. Statements of Capabilities must not include pricing information and must be limited to ten (10) single-sided, 8 1/2 inches by 11 inches pages. Statements of Capabilities must be received by the Government on or before 2:00 p.m., local time, August 31, 2007. All responses to this Notice, including Statements of Capabilities, must be in writing. No verbal communications will be acknowledged or accepted. THIS IS NOT A REQUEST FOR PROPOSALS. This notice is for informational and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and possible issuance of a Request for Proposal including the use of any non-profit organizations or small business programs. The Government is not obligated to and will not pay for any information received from potential sources as a result of response to this Sources Sought Notice. This notice does not constitute a solicitation for bids and proposals, and is not to be construed as a commitment by the Government.
