- SOURCES SOUGHT FOR CONSULTING SERVICES ON THE PURCHASE OF BREATHING APPARATUS--THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. In preparation for a future procurement, the Federal Railroad Administration (FRA) is performing market research to determine potential small businesses, 8(a) firms, HUBZones, service-disabled veteran, or women-owned small businesses that can perform the following tasks: (1) confirm the scope of the triggering criteria that would require provision of breathing apparatus on trains; (2) define the state of emergency escape breathing apparatus (EEBA) technology to protect crew members from hazardous materials that would pose an inhalation hazard, i.e., prepare a technical review of the different types of EEBA necessary to address the different materials, including their varying modes of toxicity and physical state; compressed gases [Ammonia, CO2, Cl2, LPG], and vaporizing liquids [Solvents]; (3) for each device recommended, define the different methods by which the devices might be provided to employees by their railroad employers. Include an analysis of the pros and cons for each method defined including costs and practical considerations. Ascertaining the different methods by which the devices might be provided would be driven by several issues including current industry practices regarding the placement of other types of emergency equipment on locomotives, as well as the need to insure that all crew members are provided the devices; (4) quantify the incidence rate of accidents with fatalities and serious injuries attributable to the inhalation of released hazardous material (HazMat); and (5) for the recommended devices from Task 2, define the economic issues involved in the provision of these devices to all crew members including. The applicable NAICS code is 541690 (Other Scientific and Technical Consulting Services) with a size limitation standard of $5,000,000, according to the Small Business Administration (www.sba.gov). Interested firms that meet the categories stated above must submit an electronic copy of a capability statement outlining their company?s capability and capacity to perform the work. In addition, firms must demonstrate that they have the necessary personnel with demonstrated experience, labor, materials, services, equipment and facilities to support the efforts listed above. Also, firms must provide their business size status for the above referenced NAICS, (i.e., small businesses, 8(a) businesses, HUBZones, small disabled veteran owned businesses, or women-owned small businesses). Electronic responses shall be limited to 30 pages, including attachments, on 8.5" x 11" pages, 12 font (pitch) written in English, and must be formatted in pdf format. E-mail the capability statement to the attention of Dana Hicks at dana.hick@dot.gov, no later than August 16, 2007. Standard company brochures will not be considered a sufficient response to this Sources Sought Announcement.
