- Amendment 3 is hereby issued for the following reasons: 1.To clarify the following Technical Sub-Factor for Class ?D? DSC Radios. Technical Sub-Factor CLASS D DSC RADIO In regards to: ?2. Channel 70 Dedicated Guard ? Vendor provided data shows radio includes a dedicated channel 70 guard receiver with a separate rcy antenna to provide uninterrupted reception of DSC calls on channel 70.? Question 1 ? ?What are the technical reasons for requiring a separate receive antenna for a class D radio when by definition of both the ITU and RTCM; class D DSC only requires connection to one antenna?? Government Response: The Technical Sub-Factor 2 for the Class ?D? DSC Radio is hereby changed to read as follows: 2 Channel 70 Dedicated Guard ? Vendor provided data shows radio includes a dedicated channel 70 guard receiver to provide continuous reception of DSC calls on Chanel 70 except while using the VHF DSC radio to send and / or receive voice calls on another frequency. In regards to: ?9 External Audio Interface ? Vendor provided date shows the radio provides external connections for TX audio input, RX audio output and keyline input signals (for Crew Comms system interface). Radio uses standard connectors and / or vendor provides necessary connectors as part of radio kit. Question 2 ? ?Could you please provide the wiring schematic for Marine VHF radio to the Crew Comm System?? Government Response: The transmit and receiver audio connection between the Marine VHF radio and the Crew Comms System shall be a standard 600 Ohn, balanced, odBm four wire connection. The keyline connection between the Marine VHF radio and the Crew Comms System shall be a dry contact closure, grounded for a keyed condition and floating (open circuit) for an unkeyed condition. 2. The following FAR Clauses are hereby incorporate and made a part of this requirement. 52.217-5 EVALUATION OF OPTIONS (JUL 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government?s best interest, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). 52.217-6 OPTION TO INCERASE QUANTITY (MAR 1989) The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option written notice to the Contractor within 30 days. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. 3. The following information is hereby incorporated in the Source Selection section of the RFP: The Government will select for award, the proposal or proposals that represent the ?Best Value (one or multiple award may be issued from this solicitation). 4. The closing date for this RFP remains unchanged. NOTE: ALL QUESTIONS WITH REFERENCE TO THIS RFP SHOULD BE DIRECTED (IN WRITING) TO THE CONTRACT SPECIALIST AND OR CONTRACTING OFFICER ONLY.
