Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Human Carcinogenesis (LHC) plans to enter into a sole source procurement for custom Taqman low density array cards for a Government owned Taqman 7900 from Applied BioSystems, 850 Lincoln Center Drive, Foster City, CA 94404. The North American Industry Classification System Code is 325413 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. Applied BioSystems is the only source known to the NCI researcher that is able to provide these custom Taqman low density array cards that are required for their research and detailed below in their JOFOC. However, if any interested party believes it can perform requirement as detailed in the JOFOC they may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on August 13, 2007. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and may be emailed to Debbie Moore at dm170b@nih.gov or faxed (301) 402-4513. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). Please refer to http://orca.bpn.gov in order to register. In addition, contractors must be registered in the Central Contractor Registration (CCR) www.ccr.gov. No collect calls will be accepted. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Part I: Background information and Description of Acquisition Title: Purchase of Low Density Array Plates for Gene Profiling of Colon Tumors, Paired Non-Tumorous Tissue and Inflammatory Bowel Disease Samples Purpose/Brief History: One of the research projects the LHC is working on is the role inflammatory genes play in carcinogenesis and their expression patterns in tumors and/or adjacent non-tumorous tissue may be predictive of prognosis. The LHC will profile a set of 23 inflammatory genes in clinical samples to determine if these genes are associated with colon tumorigenesis and have clinically useful prognostic value. The LHC will also profile these same genes in tissue samples from patients with inflammatory bowel disease in an attempt to identify signatures of genes associated with these diseases and compare them to tumor tissues. A subset of these genes have already been shown have prognostic value in liver and lung cancer patients PART II: Facts and reasons to Justify Other than Full and Open Competition Statutory authority FAR 13.106(b)(1) b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). Justification: The LHC is ordering 80 custom made Taqman low density array cards from Applied Biosystems. Each card allows the LHC to profile 24 genes (23 inflammatory genes and 1 control) across 640 samples with quantitative RT-PCR in 384-well plates. All of the plates must be ordered together to insure that they are manufactured at the same time. These plates are the only plates of their kind and are compatible with Applied BioSystems equipment available to the LHC. Applied Biosystems is the sole source for this product. There is no existing alternative that will allow custom made plates for multiplexing in the 384-well plates.
