- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisitions Regulations (FAR) Subpart 12, Acquisition of Commercial Items, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Federal Acquisitions in FAR Par 13 do apply. The applicable Request for Quotation (RFQ) number is NHDCG46303HS09. The North American Classification System (NAICS) is 541880 with size standard of 500 employees. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-06 and DFARS change notice 20060908. National Geospatial-Intelligence Agency (NGA) has a requirement for the following off-the shelf, Award Gifts: CLIN 0001. Crystal Globe Paperweight .1.0 Use Requirement. The crystal globe paperweight will be used as a retirement recognition gift. Or as an ornamental display. 2.0 Item Description. The globe can be used as a functional paperweight crystal globe shall be either 24 % Lead Crystal or Optical Crystal. Diameter of the Globe shall be at least 3 1/8" and no more than 4". The oceans shall be clear with etched continents and etching for latitudes of North 30◦, South 30◦, North 60◦, South 60◦ and 0◦ (the equator). Etching for longitudes shall include 0◦ (the prime meridian), 30◦, 60◦, 90◦, 120◦, 180◦, 270◦, 300◦, and 330◦. The National Geospatial Intelligence Agency (NGA) seal shall be etched in the area of the Atlantic Ocean and the letters NGA shall be etched in the Pacific Ocean. The NGA Seal shall be 2" in diameter and the each of the 3 letters in NGA shall be at least 1/2" high and 1/8" thick. Base of the globe shall be flat and smooth. Each globe shall be packed in a satin lined presentation box. QTY 350 each (EA.) CLIN 0002, Material Specification for Display Case for a 3' x 5' Flag 1.0 Use Requirement. The display case will be used as part of a retirement recognition package and to display a United States flag for an ornamental display. 2.0 Item Description. The flag display case shall be designed to display a United States Flag that measures 3' x 5'. The case shall be either solid wood with a cherry finish or solid mahogany wood with a stained clear finish. The shape of the case shall be triangular. The front of the case shall be clear glass or Plexiglas. The back panel shall be easily removable for flag insertion. Attachments for wall mounting the display case shall also be attached to the back of the display case. QTY: 350 EA. CLIN 003. Material Specification for Analog Planetarium Clock 1.0 Use Requirement. The Analog Planetarium Clock will be used as a retirement recognition gift. The clock can be used as a functional clock or as an ornamental display. 2.0 Item Description. The Analog Planetarium Clock shall have an electric quartz movement and be powered with a commercially available battery. An alarm function is desired but not required. Adjustments for setting the time and, alarm if included, shall be in the back of the clock. The clock face or medallion shall be blue in color with either gold or silver depictions of the continents. Each major time zone shall also be displayed on the face of the clock. Numbers in bold for the 12 meridian hours of the day shall represent the hours on the clock face and be in a circular pattern on either a gold or silver color frame around the center blue color face. The edge around the face shall Contain smaller numbers corresponding to the 24 major time zones, with the number 24 located just above the number 12. The time zone numbers shall not be bold and shall be smaller than the numbers representing the meridian hours of the day. The face of the clock or medallion shall permit rotation for adjustment of the time zones indicated on the face to correspond with the desired 24 major time zones. The clock shall be mounted in either a clear display panel that fits into a Satin finish Rosewood base or a wood base over tigerwood pattern veneer with a high gloss finish. The base shall have either 2 gold colored pedestals attached that contain grooves for mounting the display panel to the base or a hinged glass cover with beveled edges. The bottom of the base shall have either a brass plate that is attached to the base with a felt backing on the bottom or a felt backing on the bottom of the tigerwood pattern base. Either a Straight Line Engraving in Century Double Line, blue in color (the same color blue as the clock face) with the words ? Know the Earth?Show the Way shall be imprinted in two lines below the clock on the clear display panel or Straight Line Engraving in Century Double Line, with the words - Know the Earth...Show the Way shall be imprinted in two lines on the hinged glass cover and shall be right side up when the cover is in the raised position. The first line would include the words Know the Earth... (The 3 dots shall follow the word Earth.) The second line would include the words Show the Way. The rosewood base shall have a brass engraving plate 2.5" x .625" attached. The tigerwood pattern veneer base shall have a silver color engraving plate 2.25" x .75" attached. It shall be mounted on the top portion of the base between the gold colored pedestals. A presentation gift box shall also be included. 3.0 Delivery requirements: QTY: 350 EA. CLIN 0004. Material Specification for Certificate Holders 1.0 Use Requirement. The certificate holder will be used to hold and display retirement certificates. It shall be sturdy enough to be free standing and provide for easy insertion of the certificates into the inside of the folder. 2.0 Item Description. The certificate holder shall be of turned edge construction of a board material with padding. Black leatherette covering material shall be wrapped around the holder. The product size shall be sufficient to display documents that are 8 1/2" x 11". Each holder shall have two clear document protector sheets. The orientation shall be LANDSCAPE and shall be hinged on the short side (8 1/2") so the hinge shall be on the left side, and it opens from the right, like a book. This is also referred to as a panoramic. The outside front cover shall contain the NGA logo which shall be stamped with a gold foil. The logo shall be 4" in diameter and centered on the front cover. The interior panels shall have ribbon panels on each corner (8 total corners), that hold the documents. The ribbon color shall be gold. The interior panel material shall be tag stock either Moir? or Windsor in gold color. QTY: 350 EA. CLIN 0005. Material Specification for United States 3' x 5?' Flag 1.0 Use Requirement. The flag will be used to mount into an ornamental display case which will be part of a retirement recognition package. 2.0 Item Description. The flag shall measure 3' x 5' and represent the current official configuration of the United States Flag. It shall be high quality cotton from densely woven heavy cotton fabric, with rich vibrant colors. Each flag shall have sewn stripes and embroidered stars. QTY: 350 EA Drawing for NGA Seal will be provided to the awardees for those items having artwork at time of award. Award will be made to the offeror offering that which is of the best value to the Government.. The contractor shall address their extended commercial warranty, if any and procedures for return of items to the offeror for canceled damage(s) and repair or replacement. Deliveries shall be made to address to be disclosed to the awardees. Shipment shall be FOB Destination. Offerors shall summit, as part of their offer, all descriptive material, illustrations, and drawings, clear description of product, technical and/or other information for contracting active to determine whether the products meet the Government's minimum requirements listed herein. The quote should valid for a period of 60 days. Provided in the synopsis are BRAND Name or Equal items. The use of BRAND NAME dies not implies the Government has a preference for these specific item(s). The Government will award a Firm Fixed Price Purchase Order to the responsible offeror whose quote is determined to be technically acceptable at the lowest price and conform to all other requirements of the RFQ. Offerors must be registered with Central Contractor Registration and determined to be responsible in accordance with FAR 9.401-1. Technically acceptability shall be based on the item?s capability to meet all of characteristics described above and on proposed warranty provisions. APPLICALBLE PROVISIONS AND CLAUSES: Quotes received without the completed copy of the provision at FAR 52.212-3 will be considered non-compliant. Beginning January 1, 2005, the FAR requires the use of the Online Representations and Certifications Application (ORCA) in Federal Solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR representations and certifications previously found in solicitations. National Geospatial-Intelligence Agency or Defense Mapping Agency, the initials NGA or, DMA, the seal of the National Geospatial-Intelligence Agency, National Imagery and Mapping Agency or the Defense Mapping Agency, or any colorable imitation of such words, initials, or seal in connection with any merchandise, retail product, impersonation, solicitation, or commercial activity in a manner reasonably calculated to convey the impression that such use is approved, endorsed, or authorized by the Director , NGA. (b) Whenever it appears to the U.S. Attorney General that any person is engaged or about to engage in an act or practice which constitutes or will constitute conduct prohibited by paragraph (a), the Attorney General may initiate a civil proceeding in a district court or Unite States to enjoin such act or practice. Such court shall proceed as soon as practicable to hearing and determination, enter such restraining orders or prohibitions, or take such other action as is warranted, to prevent injury to the Unit Stated, or to any persons or class of persons for whose protection the action is brought.
