- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR PROFESSIONAL SERVICES, SIMPLIFIED ACQUISITION, IN ACCORDANCE WITH FAR PART 13.105 AS SUPPLEMENTED WITH THE ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS IS SET-ASIDE FOR SMALL BUSINESS. The Department of Health and Human Services requires a contractor to provide a writer who can produce materials and documentation for the Office of HIV/AIDS Policy?s (OHAP) National HIV Testing Community Mobilization Campaign, materials and documentation for HIV/AIDS Observance Days, document and support OHAP?s program activities, provide materials and documentation for AIDS.gov, and provide materials and documentation for OHAP?s various HIV-related technology initiatives. Period of performance: Twelve (12) months from date of award. Level of Effort: Average of 8 days per month for twelve (12) months. 'Simplified Acquisition' Statement of Work: The following tasks are responsibilities for the Contractor. Task 1: Produce materials and documentation for the National HIV Testing Community Mobilization Campaign. The Contractor shall produce materials and documentation for the Campaign?s work to encourage individuals to be tested for HIV, including drafting educational materials about the Campaign and HIV testing, and documenting the Campaign?s efforts to increase the number of people who get tested for HIV. Work for this Task will include up to 10 of the following: draft informational material and fact sheets on/for the Campaign; draft press releases; draft copies of talking points about the Campaign for senior HHS officials; draft educational materials for the Department?s partners in the field; draft material for the Campaign?s web pages; and other materials as necessary. Documents shall not exceed 3-5 pages. Task 2: Produce materials and documentation for the Department?s HIV/AIDS Observance Days. The Contractor shall produce materials and documentation for the following events: ? National Latino AIDS Awareness Day (October 15) ? World AIDS Day (December 1) ? National Black HIV/AIDS Awareness and Information Day (February 7) ? National Women and Girls HIV/AIDS Awareness Day (March 10) ? National Native HIV/AIDS Awareness Day (March 21) ? HIV Vaccine Awareness Day (May 18) ? National Asian and Pacific Islander HIV/AIDS Awareness Day (May 19) ? Caribbean American HIV/AIDS Awareness Day (June 8) ? National HIV Testing Day (June 27) Work for these activities will include up to 18 of the following: draft press releases; draft copies of talking points for senior HHS officials; draft educational materials for the Department?s partners in the field; and draft material for the Department?s HIV/AIDS Observance Days website (including draft information written for tool kits, HIV/AIDS fact sheets, materials for faith-based conferences, and other materials as necessary). Documents shall not exceed 3-5 pages. Task 3: Document and support program activities for OHAP. This Contractor shall document OHAP?s activities to meet the Department?s needs for accountability and transparency in programs, and shall provide support for OHAP?s core activities. The Contractor may also provide background papers on the outcomes of OHAP?s projects. Work for this Task shall include up to 10 supporting documents or reports, which shall not exceed 8-10 pages each. Task 4: Produce materials and documentation for AIDS.gov. The Contractor shall produce materials and documentation for AIDS.gov, including drafting informational materials about AIDS.gov for both the public and for senior HHS officials, producing drafts of materials to be posted on AIDS.gov, and producing draft reports on ongoing improvements and upgrades to the website. Work for this Task the Contractor shall include up to 10 of the following: draft informational material and fact sheets on/for AIDS.gov; draft press releases; draft copies of talking points about AIDS.gov for senior HHS officials; draft material for the AIDS.gov web pages; and other materials as necessary. This includes reports to senior officials on the status of AIDS.gov?s activities and documentation materials for internal use and evaluation purposes. Documents shall not exceed 3-5 pages. Task 5: Produce materials and documentation for OHAP?s technology initiatives. The Contractor shall produce materials and documentation for OHAP?s HIV-related technology initiatives, including drafting informational materials about those technology initiatives (e.g., podcasting, webcasting) for both the public and senior HHS officials and producing draft materials to be used in those initiatives (e.g., background papers, draft scripts).This Task shall include reports to senior officials on the status of OHAP?s HIV-related technology initiatives and documentation materials for internal use and evaluation purposes. Work for this Task shall include up to 10 supporting documents or reports, which shall not exceed 8-10 pages each. Delivery Schedule: Task 1 Produce materials and documentation for the National HIV Testing Community Mobilization Campaign.. Meet with the Project Officer to discuss necessary contents for documentation of the Campaign implementation of contract modification Produce written materials on/for Campaign activities. Ongoing Task 2 Produce materials and documentation for the Department?s HIV/AIDS Observance Days. Meet with the Project Officer discuss necessary contents for the week for documentation of Observance Days implementation of contract modification. Produce written materials for Sept.-Oct. 2007 National Latino AIDS Awareness Day Produce written materials for World AIDS Day Oct.-Nov. 2007 Produce written materials for Dec.-Feb. 2008 National Black HIV/AIDS Awareness and Information Day Produce written materials for Jan.-March 2008 National Women and Girls HIV/AIDS Awareness Day Produce written materials for Jan.-March 2008 National Native HIV/AIDS Awareness Day Produce written materials for April-May 2008 HIV Vaccine Awareness Day Produce written materials for April-May 2008 National Asian and Pacific Islander HIV/AIDS Awareness Day Produce written materials for May-June 2008 Caribbean American HIV/AIDS Awareness Day Produce written materials for May-June 2008 National HIV Testing Day Task 3: Document and support program activities for OHAP. Meet with the Project Officer to determine necessary contents for One week after documentation of technology initiatives implementation of contract modification Produce written materials on/for technology initiatives Ongoing EVALUATION CRITERION: 1 - Technical Approach - 10 points Proposals shall provide clear and succinct statement of the problem, statement of work, purpose, goals, and description of the proposed work to demonstrate the offeror?s complete understanding of intent and requirements of this contract and potential problems which may be encountered in completing this work. The statement shall demonstrate the offeror?s understanding of the complex technology issues involved in the project. 2. Understanding of Scope of Work - 30 points The proposal shall include the contractors capability to set up materials/documentation for the National HIV Testing Community Mobilization Campaign, including draft informational material, fact sheets, press releases, talking points, educational materials, web page materials, etc. Materials/Documentation for HIV/AIDS Observance Days, including draft press releases, talking points, educational materials, website materials, tool kits, fact sheets, materials for faith-based conferences, etc. Document/Support program activities for OHAP, Materials/Documentation for AIDS.gov, Materials/Documentation for OHAP's technology initiatives. 3. Evaluation of Past Performance and Corporate, Experience /Qualification of Proposed Personnel - 45 points The contractor must provide past performance in the accomplishments of successful production of writing and producing materials and documentation. The contractor understands the roles of the Office of HIV/AIDS Policy (OHAP), and community programs and others; demonstrates knowledge of HIV/AIDS Awareness Days; Demonstrates knowledge of local, state, and national HIV organizations, faith denominations, and health departments. Contractor must provide and demonstrate experience working with minority community programs and others, knowledge of the roles of NHCMC and OHAP, as well as working with local, state and national HIV/AIDS organizations; civic and faith leaders, and state and local health department. Contractor must demonstrate experience working with HHS, OHAP and/or other Federal HIV/AIDS programs including AIDS.gov, issues related to HIV testing in at-risk communities; role of technology in disseminating HIV prevention, testing, and treatment messages; ability to provide rapid turn-around on projects. 4 - Corporate Experience - 15 points Proposal will be evaluated on the overall organizational capacity, past performance and administration capabilities. The proposed fiscal management system to be used must be described, which will be evaluated on the basis of cost realism which is defined as the offeror's ability to project costs which are reasonable and indicate that the offeror understands the nature and extent of the work to be performed. OHAP - Office of HIV/AIDS Policy NHCMC - National HIV Testing Community Mobilization Campaign Personnel security requirements Under Executive Order 10450, employees and Contractors for the Federal government shall undergo an appropriate background investigation to determine their suitability to work for the Federal government. The position on this contract is designated Level 5C, medium risk public trust position with access to Federal government computer systems. The minimum background investigation required for this requirement is a National Agency check with Inquiry and Credit (NACIC). Verification that a Contractor has undergone a NACIC background investigation is a condition for performing work on this contract. Verification is required to the servicing Federal security office before the Contractor will be allowed unescorted access and allowed to work at a Federal facility. Access to Federal government computer systems shall not be granted until results of the FBI National Criminal Records Database are received and indicate that the Contractor has no disqualifying criminal record. Contract Time Frame Contract period of performance is 6 months from date of award. This combined synopsis/solicitation I set-aside for Small Business concerns, in accordance with FAR 13.105. Evaluations for award will be made based on the technical and cost proposal of offerors, to include past performance and a copy from three current or former writing requirements. Award selection will be based on the aforementioned, as well as best value to the government. How many days is this contractor expected to be on-site? Up to five days, however, it may only be one day. - Is reimbursement covered for travel and overnight accommodations Yes. Should these costs be built in to the proposal or would these be covered by the agency? These costs should be built into the proposal. - How many days is the contractor expected to be on-site for each meeting with project director? Meetings will be held by phone and a federally sponsored 800 telephone number will be used for these calls. How many meetings with project director are anticipated/required? We would like the offeror to recommend their suggested number of meetings. - Is this a project that is limited to on-site production or can it be done long distance or a combination of long distance via telephone and internet? The bulk of all work is done off site via the phone and internet. - Is on-site limited to Washington, D.C. or could it include travel to other places? No, Washington, DC restrictions. If so, where? And, what would the conditions be of travel in terms of how costs would be covered. See above. - What is the anticipated award date? August 2007 - Is the project limited to providing drafts? The bulk of products produced are draft recommendations to the Office of HIV/AIDS Policy. - No production of video, web page, printing, graphic design, photography, etc? No production of video or printing is involved. - Will media relations and distribution of press releases, etc. be included in this contract? No. - Will all questions/answers be posted, and if so where? Or, will the answers to our questions be individually communicated via e-mail? If not by e-mail, how will our answers be communicated? These questions and answers will be posted on FEDBIZOPPS.
