Description
NASA/JSC has a requirement for a Pyrolysis Autosampler. The Pyrolysis Autosampler must be able to achieve temperatures of 1300 degrees C in one degree increments, have adjustable heating rates of 100 degree C per minute, and eight programmable steps per sample with a separate GC run that includes an initial, ramp and final temperature. Also must be able to perform unattended and automated analyses of solid samples and include automatic start from the pyrolyzer to the Gas Chromatograph. Requirements of the system also include the ability to be mounted directly above the injection port, compatability with Varian 3800 Gas Chromotograph, as well as the Windows 2000 or Windows XP operating system with a seperate controller to be used if the computer is not working. NASA/JSC intends to purchase the items from CDS Analytical. Only CDS Analytical can provide an automated pyrolyzer that can run with up to eight steps per sample and perform the described requirements and temperature specifications above. These specifications are vital for the anlysis of materials of various NASA-JSC programs. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 10, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
