Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00421-07-R-0097 is issued as a request for Quote (RFQ). The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 2005-17, Defense Acquisition Circular 91-13, and DFARS Change Notice 20070531. This requirement is being synopsized as a competitive acquisition under the North American Industry Classification System code 333314. The EO & Special Mission Sensors Division of NAVAIR (AIR-4.5.6) intends to purchase fabrication services to manufacture a fresnel wedge-prism disk (16.75 inch diameter and 0.9 inch thick) out of Acrylic (PMMA) provided by AIR-456. The resultant fresnel wedge-prism disk will be a one-piece disk (not several pieces glued or bolted together). It will be spun at 960 RPM in its intended application. The fresnel wedge-prism disk will be used to refract blue-green light from a nominal angle of 19.5? to 0? (see Figure 1 below). Figure 2 shows a detailed view of the Fresnel side of the disk. Respondents should demonstrate they possess the expertise needed to complete this job by citing previous work examples and by describing the machining equipment and methods they propose to use. This work requires expertise in the following areas. - Optical-grade diamond-turned machining of acrylic for high transmission and minimal optical distortion. - Optical-grade diamond-turned machining of large single piece acrylic material (16.75" diameter and 0.9" thick). - Specifying and acquiring a custom shaped diamond cutting bit may be required. Figure 3 shows an image of an engineering drawing of the full scale piece. NAVAIR AIR-456 will provide the acrylic blanks. The grooved surface may be cut by machining the piece in no more than two sections. If machined in 2 sections, prism angle half to half shall match to within prism angle tolerance. Also, the width of the "dead-zone" area between the two sections shall be minimized (e.g. 0.032 inches or less). 2. Back draft angle affects throughput for the intended use. Best "valley" cut relates to both lost refractive area and structural integrity. The radius at the bottom of the "valley" cut should be 0.0005; +0, -0.0003 inches (13; +0, -6 micrometers). Concentricity will affect balance. Disk to be spun at 960 RPM. All quotes technically acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. A firm fixed price contract is anticipated. The clause at 52.212-1, Instructions to Offerors-Commercial Items, (Sep 2006) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 Evaluation-Commercial Items (Jan 1999) applies to this acquisition. The Government will award in accordance with FAR part 15 on a Best Value technically acceptable basis. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, invoices for the same equipment, etc. Each offeror shall include a completed copy of the provision at FAR 52.212-3, including Alt 1, Offeror Representations and Certifications Commercial Items (Nov 2006) with its quote including DFARS 252.212-7000 Offeror Representations and Certification ? Commercial Items (June 2005) if applicable. FAR 52.212-4 Contract Terms and Conditions ?Commercial Items (Feb 2007) is incorporated by reference and applies to this acquisition.
