- NAICS Code: 332994 The OECA/OCEFT Criminal Investigations Division (CID) under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Glock, Inc. for (200) G19FGR firearms with extended mag catch, Trijicon Night Sights, Extended Slide Stop Lever, and NY Trigger. The justification for a sole source purchase order is as follows. CID needs a reliable, proven handgun in order to dispatch their law enforcement duties. The weapons must be reliable, easy to handle, relatively small, and must allow for concealment. The guns need to be 9mm, medium size, polymer frame, semi-automatic pistols capable of a 15 round magazine. They must have 3 safeties, full double action safe action trigger configured to optional 7.5 to 8.8 lbs pull, 4.02 inch Hexagonal profile barrel with right hand twist, 3 dot sighting system w/night sights, delivered with 3 magazines, and a carry/lock box. Empty weight is approximately 20.99 ounces. Currently, CID needs to purchase new handguns for its criminal enforcement agents. The current weapons are approaching 15 years in age and are at or near the end of the effective warranty period. These weapons are necessary equipment, allowing CID's agents to perform their sworn duties as members of the law enforcement community. The CID has made Glock the Agency standard weapon and CID agents have received numerous hours of training and instruction on this particular handgun. The familiarity of using a certain kind of weapon is vital to its proper use in the field or in the course of duty. In addition, to retool would require a substantial extra expenditure of time, effort, and money by EPA's CID. By merely updating the pistols on hand, as they are nearing the end of the manufacturer's recommended life expectancy (15 years/45000 rounds) the government saves a substantial amount of money as the Glock is the only pistol that already fits CID's training, certified repair technicians, and equipment capabilities. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
