Description
SUPPLIES SOURCES SOUGHT: The Central Region Acquisition Division (CRAD) proposes to acquire services for the National Marine Fisheries Service, NOAA to conduct studies to document the prevalence of fish with abnormalities in the St. Lucie estuarine system. The studies will also be to evaluate potential factors detrimentally affecting the health of St. Lucie fish. NOAA Fisheries Service has been sampling fish in the St. Lucie system since November 1996 to quantify the prevalence of fish with abnormalities, examine sources of variation and explore potential causal factors. As part of the study, various factors are being evaluated for their effect on abnormality prevalence. The work shall include obtaining laboratory studies (exposure trials) with small fish at the Ecotoxicology Laboratory of Florida International University (FIU). The third year of experiments at the FIU Ecotoxicology Laboratory will focus on determining effects on fish of copper ?spiked sediments and Microystis aeruginosa. This is a follow-on to work conducted in the previous year. Fish fry will be exposed to (a) sediments spiked with copper, a major contamination the St. Lucie system and (b) toxins produced by Microcystis aeruginosa, which blooms in Lake Okeechobee and Upper St. Lucie system. The purpose of the experiments is to explore potential cause-effect relationships between local sources of toxicity (i.e., contaminants such as copper and toxic algae and abnormalities in young fish). The principal objective of the overall study is to develop a scientific basis for the use of prevalence of abnormal fish as a biological performance measure. Trials in a controlled laboratory setting will be used to explore possible connections between biological indicators or effects and St. Lucie sediments or substances known to be present in St. Lucie sediments or waters. NAICS code applicable to this requirement is 561990 or 6.5 million. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. If no qualified responses are received, the Government intends to contract with Florida International University, 11200 SW 8th Street, Miami, FL 33199. This is not intended to be a competitive proposal. However, interested parties may identify their interest and capabilities by submitting a required qualifications statement. In order to be considered, firms must furnish detailed product data that demonstrates their capability to provide the services that will satisfy the Government?s needs. All proposals received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government.
