- Description a. The overall objective of the Anti Submarine Warfare (ASW) Virtual At Sea Training (VAST) Mission Rehearsal Tactical Team Trainer (MRT3) program is to produce training systems that will provide single platform and integrated ASW training. Training systems may be required for any ASW platform and capability deployed or under development during the period of performance of this contract. The training systems shall be readily transportable and deployable. Agile processes within an Integrated Product and Process Development (IPPD) framework will be utilized to meet emerging requirements in a timely manner without sacrificing quality and cost effectiveness. 1.0 Engineering Objectives: a. Design, develop, integrate, test, deliver, install and support a high functional fidelity training system for various ASW platforms and systems. b. Design the training systems to be free of safety hazards to students and operation and maintenance personnel c. Design the training system to be unpacked, correctly set up and powered on by two technicians within fifteen minutes. Design to minimize storage space in the packed and unpacked configuration. d. Design the training systems to be interoperable within the Navy Continuous Training Environment (NCTE). e. Design the training systems for compatibility with anticipated changes in commercial products such as operating systems and computer components. f. Design the training systems to be declassified on a daily basis and for shipping for deployment. g. Design the training systems to be scalable. h. Employ total ownership cost analysis to determine the optimal mix of common and unique capabilities and configurations for the planned and developed platforms. i. Leverage from the MRT3 prototype training systems for SH-60B and SH-60F as a means to control development cost and maintain fidelity. j. Design a method of providing existing training systems updates while minimizing baselines. k. Use open computer architectures and high-level software languages for all computational and data processing computer systems to the maximum extent feasible. Where feasible reuse current prototype training systems software baseline and utilize commercial and non-developmental items (CaNDI) software applications to reduce developmental cost, shorten lead-time and reduce overall life cycle costs. l. Develop and document procedures for managing system engineering, software and hardware development. Manage the MRT3 program in accordance with these procedures. m. Provide engineering data in a timely manner which supports government insight into the system development. n. Provide engineering data required for training system modifications by the Government or a third party. o. Provide engineering data which defines the hardware and the software requirements, installation and verification procedures for a third party to procure additional units and install the software for delivery without software modifications. p. Provide support to the fleet to integrate and employ MRT3 training systems. Provide support for delivered MRT3 training systems. Attachment 1 is the Statement of Objective (SOO) for the basic IDIQ and attachment 2 is the Statement of Work (SOW) for Delivery Order (DO) 0001. NAVAIR Orlando seeks to competitively purchase these services via full and open competition in accordance with FAR 6.1 - Full and Open Competition, and FAR Part 15 - Contracting by Source Selection Procedures. For informational purposes only, the incumbent contractor for these services is BMH Associates, Inc.. For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code is 541330 Engineering Services at a small standard size of $25 million. We anticipate a 60-month Period of Performance to include a 12-month base year with four 1-year options. The Government intends to make one award of an Indefinite Delivery/Indefinite Quantity contract resulting from the issuance of a competitive solicitation. The Government reserves the right to make award on initial offers without discussions. Award will be based on Best Value/Trade-Off Analysis of offerors proposed and evaluated proposals as a Performance Base Service Contract. Delivery orders will be issued on a Performance Based Cost Plus Fixed Fee basis. Special non-disclosure and conflict of interest clauses are anticipated provisions of the contract to be awarded. Contractor personnel will be required to have a DoD Secret Clearance.
