Description: DESCRIPTION - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC). This requirement is being solicited following simplified acquisition procedures per FAR subpart 13.5 test program for certain commercial items. The solicitation number for this request is 201817Q041, and the solicitation is issued as a Request for Quotation (RFQ). This solicitation is Unrestricted Full and Open Competition. The NAICS 237990 with a size standard of $18.5 million. Both small and large business may submit quotations. The U.S. Fish and Wildlife Service encourages the participation of small, disadvantaged, and women-owned businesses. The U.S. Fish and Wildlife Service, McFaddin National Wildlife Refuge, Jefferson County, Sabine Pass, Texas has a requirement to excavate and transport approximately 5,000+ cubic yards of sand from disposal area 25 on the Neches River and transport the material to the McFaddin National Wildlife Refuge. The Government intends to issue a contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for furnishing all labor, materials and equipment necessary for the excavation, loading, transport on land and water, delivery and unloading of excavated material. PLACE OF PERFORMANCE - Texas Chenier Plain National Wildlife Refuge Complex, McFaddin National Wildlife Refuge, Jefferson County, Sabine Pass, Texas 77655. BID SCHEDULE - Excavation and Transportation of Material 1. Excavate approximately 5,000 cubic yards of sand from disposal area 25 on the Neches River. 2. Load excavated material on to a barge. 3. Ship material approximately 35 miles to Sabine Pass, Texas. 4. Unload material from the barge and load onto trucks for transport and delivery to selected sites at the McFaddin National Wildlife Refuge, approximately 15 miles. SITE VISIT: Offerors are strongly encouraged to make a site visit to examine the full extent of the project. LEGAL OBLIGATIONS - The contractor shall be responsible for the observance of all applicable Federal, State, and local laws governing this work. RULES AND REGULATIONS - The contractor shall conduct work in the conformance with such appropriate Refuge regulations as the Manager may prescribe, and shall also conduct the operation as not to interfere with or endanger the ordinary use of structures, roads, utilities, and other Refuge facilities. Equipment operations and materials shall be confined to the limits defined by the U.S. Fish and Wildlife Service. Special attention should be given to the protection of facilities, wildlife and vegetation adjacent to the work areas.
