Description
The Food and Drug Administration intends to award a Purchase Order for the equipment listed below. The requirement will be awarded using Simplified Acquisition Procedures in accordance with FAR Part 13.5. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is FDA-SOL-07-00331. This solicitation is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18, July 5, 2007. (iv) The associated North American Industry Classification System (NAICS) Code is 334516 -- Analytical Laboratory Instrument Manufacturing, Small Business Size Standard 500 Employees. (v) The Food and Drug Administration is soliciting for the following equipment: Fiber Optic Raman Spectrometer which includes: Excitation source, fiber optic probe, spectrometer and all power supplies, cables and other hardware and software required for a stand-alone benchtop Raman spectrometer. The instrument must be ready for interfacing to a user-supplied, USB-2 compatible PC-style computer with Windows XP Pro operating system, at least 256 megabytes of random access memory, and a hard drive with at least 10 gigabytes storage capacity. The excitation source must be a thermoelectrically stabilized solid state laser with a nominal center wavelength of 785 nm, lifetime of greater than or equal to 10,000 hours, maximum source power of at least 700 milliwatts, power stability plus/minus 1 percent, linewidth less than or equal to 0.18 nm, line center frequency stability plus/minus 0.01 nm. The fiber optic probe must include both excitation delivery and signal collection optics, and must be at least 1 meter long with an excitation spot size of approximately 200 micron and a working distance greater than or equal to 5 millimeters. The spectrometer must include a CCD detector thermoelectrically cooled to less than or equal to minus 70 degrees Celsius, and a 16 bit dynamic range. The system spectral range must be from less than or equal to 150 wavenumbers to greater than or equal to 3100 wavenumbers. System spectral resolution must be less than or equal to 5 wavenumbers. System sensitivity: greater than 18,000 counts per second for sodium sulfate at 992 wavenumber line with 100 milliwatts of excitation power at the sample. Signal-to-noise ratio: 2782 at the 801 wavenumber cyclohexane peak. Additional hardware must include a sample compartment capable of accepting a sample vial to facilitate spectral measurement. Additional hardware must also include an attachment that converts the fiber optic probe to a wide area probe with a 3 mm spot size for representative sampling of solid samples. Additional hardware must also include a micro Raman adapter with at least 2 high quality objectives (e.g., manufactured by Nikon, Olympus or equivalent) and a precision XYZ stage. At least one of the objectives should be 50X magnification, and the other should be 5X or 10X magnification. The micro Raman adapter must also include an imaging detector with at least 2 megapixels, capable of image capture for white light microscopy over the same field of view observed with the micro Raman detector. The system must include software required for data acquisition, signal processing and spectral analysis. Software must include background removal capability and database search capability. Spectral data must be in a format that allows export to third party software. System software must have some facility for instrument calibration, either using standard reference materials such as acetaminophen or other well characterized samples, or using standard light sources. An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to furnish required representations and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration. (vi) Contract type: Commercial Item - Firm fixed price. Simplified procurement procedures will be utilized. (vii) FOB Point Destination. To be delivered by October 5, 2007 to the Food and Drug Administration, 1114 Market St, Room 1002, St. Louis, MO 63101. (viii) The provision at FAR 52.212-1 Instructions to Offerors - Commercial Items applies to this solicitation. The following addenda have been attached to this provision: None. (ix) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Award will be made to the lowest priced technically acceptable proposal. The Government reserves the right to make an award without discussions. (x) Offerors shall include technical specifications, descriptive material, literature, brochures and other information corresponding to each minimum required item, which demonstrates the capabilities of the offerors equipment. (xi) Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. (xii) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to the clause: None. (xiii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52,222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-3, 52.225-13 and 52.232-33. Clauses and provisions are incorporated by reference and apply to this acquisition. Clauses and provisions can be obtained at http://www.acquisition.gov. (xiv) A standard commercial warranty on parts and workmanship is required. (xv) The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable to this solicitation notice.
