- This publication serves as a notice of intent to procure, on a sole-source basis, with the Commonwealth Scientific and Industrial Research Organization (CSIRO). The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235(c) (1), Only One Responsible Source. The National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC), requires a contractor to upgrade and re-code the Atlantis Ecosystem model for the west coast of the United States. The Atlantis integrated ecosystem models will evaluate impacts of human activities on marine ecosystems, identify key processes that govern ecosystem condition and the provision of ecosystem services, evaluate the effects of management actions on ecosystem status and services, and identify tradeoffs between species, stakeholders and management goals. The only known source to perform the required work is CSIRO. CSIRO is uniquely qualified to perform this work because the Atlantis Ecosystem model was envisioned and the computer code was written by Dr. Fulton with CSIRO. The model contains in excess of 500,000 lines of computer code. Although there are three people in the world who can operate the model, Dr. Fulton is the only person who knows and fully understands the details of the model and the computer code underlying the model. Since the goal of this project is to improve the computer code, there is no other person who could perform the required work. Dr. Fulton has extensive experience in programming in C++ coupled with extensive experience in ecosystem and other biological / oceanographic models. She also has the necessary experience in manipulating large data sets for applications of marine ecosystem or similar studies. All interested concerns demonstrating that have the capability to perform the required services may be provided a solicitation. Responses to the RFP must be submitted by August 25, 2007. All contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. In addition, completion of the online representation and certifications application (ORCA) is required. The applicable NAICS is 541990 with a small business size standard of $6.5 M.
