Description
***The National Oceanic & Atmospheric Administration (NOAA), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Coherent, Inc., for the purchase of a VERDI V6 WTR Riser Chiller: RoHS Compliant Laser to support a number of crucial NOAA specialized experiments. ***Sole Source determination is based on NOAA?s requirements which can only be met by Coherent, Inc.?s laser for the following specific power, low noise, and stability requirements: ?Acquire high performance, low noise, stable pointing pump laser to generate single-mode, low noise, narrow ban laser light for experiments in quantum information processing in trapped laser cooled ions. These experiments are conducted to meet requirements by external Other Agency sponsors to meet internal NOAA strategic requirements for demonstrating the components of scalable quantum computer. These extremely specialized experiments require the most stringent control of the laser light used for quantum information processing of beryllium ions. The pump laser must produce at least 6 watts of pump power with a power stability of 1% at 532 nm, with an amplitude noise of no more than 0.03% and a beam divergence of no more than 0.5 mrad. Only the Coherent Verdi V6 pump laser can meet these stringent performance specifications.? This notice of intent is not a request for competitive proposals; however, firms that believe they can provide equipment that fully meets the Government?s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
