Description
DSCR plans to award an Indefinite Quantity Contract with a one-year period with provisions included to extend the term of the contract up to two (2) one-year periods. The Solicitation Number will be SPM4A6-07-R-0880; IQC07200009001; R-J07198002. This IQC has two NSNs for Corrosive Preventive, Aircraft Engine; NSN 6850-00-209-7230 and 6850-00-281-2031 both 5 Gallon (GL) Cans net at 60 Deg F. The estimated annual demand quantities for each NSN are as follows: NSN 6850-00-209-7230 288 Cans; and NSN 6850-00-281-2031 168 Cans. The solicitation will be Un-restricted; Full and Open after Exclusion of Sources and will result in a Firm Fixed Price with EPA Adjustments under provisions of FAR Part 12. Qualified Products List (QPL) applies IAW specification # MIL-C-6529C(2) dated 20 February 2003. Distribution Planning and Management System (DPMS) will be incorporated into the solicitation (Reference DLAD 47.305-8 DPMS Pilot). This is a synopsis for a commercial item IAW the procedures of FAR 5.201 and FAR 5.203. These NSNs are not Critical Safety Items (CSI) per 26 July 2007 check of the Critical Safety Item (CSI) DSCR-V-website as follows: http://www.dscr.dla.mil/UserWeb/CSIdata/USAF_DLA_LIST_current.xls. The requirements QAP010; MSDS/OSHA Hazardous Warning Label; and Type II Shelf Life (36 months) apply to both NSNs. The solicitation does not contain progress payments. Both NSNs have a delivery requirement of 30 days after receipt of order (DARO) or best possible delivery. FOB Destination with Inspection Acceptance Destination is required. The NSN is procured as fully competitive in accordance with military/federal specifications/standards and/or voluntary industry standards. Refer to Section L, Clause 52.211-9G13 for obtaining such data. The final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in this solicitation. Surge requirements apply to both NSNs. A surge plan detailing how the surge quantity requirements will be met must be submitted along with offer. The solicitation will be posted to DIBBS at https://www.dibbs.bsm.dla.mil on or about 28 SEPTEMBER 2007.
