Description
NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at https://www.fedteds.gov/. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution FedTeDs Homepage https://www.fedteds.gov/. Registration for plans and specifications should be made via FedTeDS.gov Internet Homepage. Description of work: To provide all management, supervision, labor, subcontractors, materials, supplies and equipment (except as otherwise provided) and shall plan, schedule, coordinate, and assure effective installation of new playground equipment for one of the play areas at the Stars and Stripes Learning Center. Specifications and drawings will be provided when the solicitation package is issued. The work includes: Removal 1. Remove existing wooden play structure per drawing. 2. Remove existing engineered wood chips in play area. Installation 1. Provide and install new play structure per drawing. Structure to be made of Fiber glass Reinforced Posts and Trex- composite material made of recycled plastic and wood fibers. New equipment must include the following proportion of recycled material in the product. The standard is: Plastic ? 90%-100% (post consumer)/ 100% (total), Plactic Composites ? 50% - 75% (post consumer)/ 95% -100% (total). No PVC coated material or wood structure will be accepted. Play structure to have the following features: 45? X 45? platform, 45? x 86? bi-level platform, perceptual motor wall, totem climber, bubble panel, 4? pull slide, 2 ? barrier panels, bus panel with dual steering wheels, wide entry panel, pre-school T-grip panel, ramp, 6? inclined ramp rails, 2-steps, metal handrail, 48? x 48? A frame color panel roof, 48? x 89? A-frame color panel roof, binoculars, mirror panel, dual chute slide, post and caps. Other features are 12? fall zone access ramp. All swing parts are to have soft grip swing chairs with stainless steel Clevises. 2. Contractor must provide a certified a playground inspection to pass Accreditation by the National Association for the Education of Young Children (NAEYC). 3. Option #1 Install new Rubber playground mulch, drain system, fabric underlayment and Trex cap for existing landscape border. Recycled material must be used. The standard is: Plastic or Rubber 90-100% (post consumer). 4. Option #2 Install new compacted aggregate and 2? poured in place rubber sufacing. Recycled material must be used. The standard is: Plastic or Rubber 90-100% (post consumer NOTE: Installation hardware and other items as needed to complete the installation will be provided and installed by the contractor. Child Care Center Design Guide: Please follow the Child Care Center Design Guide: Chapter 6 and Chapter 8 included as part the project package. Period of Performance: Contractor shall commence work upon receipt of the Notice to Proceed and complete the entire work ready for use within 60 calendar days after receipt of the Notice to Proceed. The NAICS Code for this procurement is 238990. The small business size standard is $13,000,000. The magnitude of this construction effort is between $25,000 and $100,000. The tentative timeframe for issuance of Request for Quote (RFQ) GS-05P-07-SM-P-0023 for the above stated requirement is on or around August 6, 2007. A site visit will be conducted. The exact date and time for the site visit will be stated in the RFQ package. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the RFQ. There will be no advance notification of amendment issuance. Prospective offerors are advised to consult the website frequently to check for any amendments. Amendments may be issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. To receive awards resulting from solicitations issued after May 31, 1998, your company must be registered in the Central Contractor Registration (CCR) database. Contractor may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http:// www.ccr.gov. Prospective contractors shall also complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration the CCR database. All responsible concerns may submit a quotation which shall be considered by this agency. The Government intends to award one contract as a result of the quotation. Award will be made to the lowest priced offeror. An offeror must be determined responsible according to the standards of FAR Subpart 9 to be eligible for award.
