Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Research Program (ARP) plans to procure the services of a mathematical statistician with a high level of expertise in spatial statistics and geographical information systems (GIS) involving the geographic distribution of cancer incidence and mortality, analysis of spatial variation in health behaviors, and generation of maps highlighting the results of multivariate analysis of spatial variation in disease and behavior. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541710 and the business size standard is $6.5Million. This solicitation is 100% set aside for small businesses. Introduction: The Applied Research Program (ARP) mission, within the Division of Cancer Control and Population Sciences, is to evaluate patterns and trends in cancer associated health behaviors, practices, genetic susceptibilities, outcomes and services. The ARP monitors and evaluates cancer control activities in general and specific populations in the United States and determines the influence of these factors on patterns and trends in cancer incidence, morbidity, mortality and survival. Contractor Requirements: Tasks will vary in size and complexity, to include expert advice delivered in the form of reports, complex geo-statistical analyses, and guidance in the production of sophisticated map products. Each task request will be accompanied by guidance concerning data required, report format, and timelines for product review. The following process will be followed for each task: 1) Program staff will submit a description of the proposed task, including desired timeline for project initiation, work, and completion date, desired analyses, desired report format, and sources for required data; 2) Contractor will respond with a timeline and estimated hours required for task within five business days; 3) Program staff will approve project or request clarification and/or modification of contractor response. Such exchanges should occur within five business days; 4) Unless specified otherwise, the contractor should provide a draft report concerning the task and program staff will respond with requests for clarification within five business days; 5) Final document(s) in response to program staff, the contractor should return a final document within five business days of program comment on draft documents unless specified in the request for task or in the response to the draft report; and 6) Report formats will vary from task to task and the program office must stipulate specific requirements for each task. Generally, reports will include statistical tables, data layers added to existing data sets, methods and materials written in a style appropriate for peer reviewed journals in epidemiology and geography and reference lists where methods or results are based on past work. The Contractor shall be: 1) Capable of preparing manuscripts and analytical work suitable for publication or inclusion in peer reviewed journals in the areas of cancer epidemiology, geography, and statistics. Evidence of this capability will include a record of publications in peer reviewed journals; 2) Someone with a strong national and international record of creative and productive efforts in the above research areas; 3) Knowledgeable concerning cancer epidemiology, spatial statistics, geography, and GIS; 4) Demonstrably familiar with survey data resources such as SEER (Surveillance Epidemiology and End Results), CHIS (California Health Interview), NHIS (National Health Interview Survey), and Census. Such familiarity will be demonstrated via evidence of reports and peer reviewed publications involving data from these sources. Hard copies of such materials may be requested by reviewers if needed for the evaluation of contractor qualifications; 5) Proficient in Microsoft Office, SAS, GIS software including ARC GIS, SATSCAN, and other high level statistical and GIS related software such as r and s. Such familiarity will be demonstrated via evidence of reports and peer reviewed publications involving data from these sources. Hard copies of such materials may be requested by reviewers if needed for the evaluation of contractor qualifications. Mandatory Qualification Criteria: The contractor shall have research experience in spatial statistics and geographical analysis with PhD level training statistics or a related discipline and diverse peer-reviewed publications concerning the statistical analysis of spatial data. Contract Award: It is anticipated that one indefinite delivery/indefinite quantity (IDIQ) award will be made form this solicitation. The guaranteed minimum is 20 hours and the maximum order limit is 1,000 hours for the base year and each option year exercised. Period of Performance: Will be one year from issuance of a fully executed order. Solicitation: The RFQ must be requested by electronic mail or by fax. Telephone requests will not be accepted.
