- In accordance with Simplified Acquisition Procedures the National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Core Genotyping Facility (CGF) intends to procure on a sole-source basis with Fred Hutchinson Cancer Research Center, 1100 Fairview Ave., Seattle, WA 98109 to provide 5904 DNA samples from the Women?s Health Initiative (WHI) conducted under a contract form the National Heart, Lung and Blood Institute (NHLBI). The goal of the CGF is to meet the genotyping and DNA sequencing needs of the NCI. The facility performs high-throughput genotyping and sequencing to support genetic analysis for a broad range of projects for the intramural research program of the NCI. The Cancer Genetic Marker of Susceptibility (CGEMS) project represents a three-year NCI enterprise initiative coordinated through Division of Cancer Epidemiology and Genetics (DCEG) and the NCI Office for Cancer Genomics (OCG). The projection is for whole genome scans that target approximately 500,000 or more Single Nucleotide Polymorphism (SNP) markers across the entire human genome assayed in two sets of 1,200 cases each with prostate and breast cancer and 1,200 well-matched controls. For each cancer site, breast and prostate cancer, a whole genome scan will be followed by four additional replication studies of larger size for sequential validation of findings. In order for CGF to accomplish their goals in the aggressive timeline required by the NCI, the CGEMS project is relying on DNA samples from existing studies with previously collected samples that include epidemiological documentation specific to the CGEMS initiative. The Women?s Health Initiative study is able to provide 6,000 well matched breast cancer cases and controls collected over a fifteen year period. This extremely large collection of well-matched breast cancer case and control DNA is not accessible from any other organization and is being requested by CGF for inclusion in the CGEMS breast cancer phase(s) of the project. This unique collection of samples is specific to the needs of the CGEMS initiative and the size of the study contributes significantly to the scientific power required for the sequential validation of findings that will be pursued in the replication phase(s) of the CGEMS project and provides an opportunity for future replication studies given the follow-up phases of the study that are planned until 2010. The WHI Clinical Coordinating Center is located at the Fred Hutchinson Cancer Research Center (FHCRC) and has contractual responsibilities that include maintaining the WHI biological repository. The WHI Program Office at NHLBI and the WHI Study Group has authorized the WHI Clinical Coordinating at the FHCRC to serve as WHI representative for delivery of the DNA samples. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on August 7, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
