Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Ceramics Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Insync, Inc, of Albuquerque, New Mexico, for the purchase of a Harmonic Rejection Mirror for use at the NIST beamlines at the National Synchrotron Light Source. Sole Source determination is based on the following: NIST currently uses the Harmonic Rejection Mirror (HRM) at the NIST beamlines at the National Synchrotron Light Source. The range of energy over which the HRM needs to function, for NIST?s purposes, dictates that it needs to be a rectangular shape of length greater than 500 mm, and a reflection coating of 1000 A thick. The aspect ratio of the mirror is compatible with NIST?s existing gas-purged housing unit. At a synchrotron beamline, the radiation damage of optical equipment can be significant. NIST requires the HRM to be produced on single-crystal Si substrate, which has much greater resistance to radiation damage. As a result, Insync, Inc., is uniquely qualified to provide the required Harmonic Rejection Mirror. Insync, Inc., is the sole manufacturer and distributor of these mirrors. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 6, 2007, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
