Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Quotes (RFQ) Solicitation NBCQ07313. This document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-18. This solicitation is set-aside 100% for small business, the North American Industry Classification System (NAICS) code is 541512, Computer Systems Design Services, and the business size standard is $23.0 million. The Office of Special Trustee for American Indians (OST) located at 4400 Masthead Street NE, Albuquerque, NM, has a requirement for presentation server scalability solution with 9x5 telephone support and contracted on-site support, including required licensing as follows: 1) 9x5 Business Day Telephone Support, covers all Citrix products and underlying Microsoft technologies, annual basis, 15 incidents; 2) Two days on-site per month for consulting, troubleshooting and knowledge transfer (12 months); 3) Estimated travel and lodging expenses. DELIVERY: "FOB" Destination" means all transportation or freight costs shall be paid by the Contractor and included in the unit price quoted for each item. CLAUSES: The following provisions and clauses apply to this procurement: FAR 52.212-01 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS; FAR 52.212-02 EVALUATION - COMMERCIAL ITEMS - 1. Technical Capability: Offeror to be regularly established in the business called for in this Solicitation 2. Past Performance: The Offeror shall provide documentation to support past performance. The Government may, at its discretion, base past performance on past knowledge and previous experience with the contractor, supply or service being provided, customer survey or other reasonable basis. 3. Price: Award shall be made to the offeror whose quotation is determined to represent the best value to the Government, after considering technical and past performance. In making the best value determination, the Government considers technical and past performance being equal in importance and both being more important than price; FAR 52.212-03 OFFEROR REPRESENTATIONS AND CERTIFICATION (Offeror to provide a complete copy with offer); FAR 52.212-04 CONTRACT TERMS AN CONDITIONS - COMMERCIAL ITEMS; FAR 52.212-05 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OF EXECUTIVE ORDERS - COMMERCIAL ITEMS para (b) following clauses apply: 52.219-06; 52.222-03; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-13; 52.232-30; 52.232-33; 52.239-01; FAR 52.216-01 TYPE OF CONTRACT (Fixed-Price); DIAR 1452.226-70 INDIAN PREFERENCE; DIAR 1452.226-71 INDIAN PREFERENCE PROGRAM; FAR 52.224-02 PRIVACY ACT; FAR 52.224-01 PRIVACY ACT NOTIFICATION; DIAR 1452.228-70; FAR 52.252-06 AUTHORIZED DEVIATIONS IN CLAUSES; FAR 52.233-04 APPLICABLE LAW FOR BREACH OF CONTRACT CLAIM AND DOI SECURITY CLEARANCES. Award shall be made to the offeror whose quotation is determined to represent the best value to the Government, after considering technical and past performance. INSTRUCTION TO OFFERORS: Offeror quotes must be submitted in accordance with the instructions specified in the 52.212-01 Instructions to Offerors - Commercial Items. Quotes shall be submitted in writing on a SF1449 or on company letterhead and must include the RFQ Number, the Company Name, Point of Contact, address, phone number, fax numnber, DUNS number, the unit price, the extended price, and any prompt payment discount terms. Quotes shall be received by July 27, 2007 by 1:00 PM MST, to the DOI-NBC, Attn: Roberta Truax, 7301 Mansfield Avenue, M/S: D-2941, Denver, CO 80235 or by fax at (303) 969-5468. All inquiries must be via email to rtruax@nbc.gov and all questions and responses will be posted to the FEDBIZOPS website as an amendment to this original announcement. All responsible offerors may submit a quotation that, if timely received, shall be considered for award. See Numbered Note 1.
