- The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to Weatherhead Center for International Affairs (WCFIA), Harvard University , 1727 Cambridge St. Room 208, Cambridge MA 02138-3016 to provide (1) Institutional Fees for Air Force Personnel. This is a sole source procurement under the authority of FAR 6.302-1. This will be a firm-fixed price contract. If there are any other businesses that can provide the specified service, they must respond to this notice before 1200hrs (Central Standard Time) on 25 Jul 07. If no responses are received by the above date, a sole source contract will be to Harvard University. Olin Institute for Strategic Studies, Weatherhead Center for International Affairs (WCFIA), Harvard University, Cambridge MA. 1. Per FAR 6.302, Circumstances Permitting Other than Full and Open Competition; 6.302-1, Only One Responsible Source and Not Other Supplies of Services Will Satisfy Agency Requirements; Citation Authority: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1), the John M. Olin Institute for Strategic Studies, Weatherhead Center for International Affairs (WCFIA), Harvard University, Cambridge MA is designated a unique, sole source for force development program under the Air Force Fellows (AF Fellows), in this instance, The National Defense Fellows (NDF). a. Description of Supplies/Services: Provide education under the NDF program at a cost of $XXXX per student. Olin Institute's program focus emphasizes the audit, attendance and leading of workshops, seminars and courses at other prestigious universities in the greater Boston area, i.e. Boston Univ, MIT, Tufts Univ., conducting forums relating to Air Force and Defense Policies, working in a unstructured environment, conducting research and writing a scholarly article for the USAF. Other supplies and administrative services include, but not limited to, unlimited telephone, fax, computer usage, copier, secretarial support, office space (including electricity and heat) and miscellaneous office supplies. 2. The AF Fellows is an alternate, in-resident force development program offering intermediate or senior Force developments Developmental education (IDE or SDE) credit. The AF Fellows programs are CSAF directed fellowships. AF/A1 and SAF/LL have functional manager oversight for the fellowships and the programs are administered under the auspices of College of Aerospace Doctrine, Research and Education. Recognizing the influence of prominent civilian scholars on defense policy and strategy formulation, AF Fellows are selected by AFPC Central Selection School Board and placed at prominent civilian security policy/strategy research centers. Specific and unique qualifications of the Olin Institute designate it as the only known source that can fulfill the USAF's requirements. a. The purpose for the John M. Olin Institute for Strategic Studies at the Weatherhead Center for International Affairs (WCFIA) at Harvard University is (1) to conduct basic research on crucial topics of security and strategy, with a view to illuminating the security problems facing the U.S. and its allies and (2) to educate and prepare young scholars interested in national security and strategy for positions in universities, research institutions and the government. Many past AF Fellows at the Olin Institute have previously served in positions as Assistant Air Attaches. 3. AF Fellows program office conducts a survey of all AF Fellows institutions, to determine potential future resources. In addition, institutional site visits are conducted, on an annual to bi-annual basis, to verify that the quality of services and administrative support functions of each institution. 4. Focus is on individual research, but AF Fellows have many opportunities to articulate defense policy and capability through contributions to seminars, conferences and informal discussions, both in the Center and in other university forums. 3.
