- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Mizula, LLC, 21 Fletcher Lane, Hollis, NH 03049 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. Mizula LLC is the only know source that can provide these services. This request is for presentation of a series of six (6) meetings the new Department of Energy (DOE) 10 CFR 851 rule and Radiological Dispersal Devices (RDD) training tools to groups of workers at DOE nuclear weapons complex cleanup sites in various locations including: Phoenix, AZ; Portland, OR; Idaho Falls, ID; Los Alamos, N, Handord, WA; and Oak Ridge, TN. The NIEHS Worker Education and Training Branch (WETP) conducted a series of meeting on RDD and nuclear weapons cleanup worker protection as specified in the new DOE 10 CFR 851 rule under NIEHS Purchaser Order No. 273-MH-704343 to Mizula, LLC. Mizula LLC prepared four presentations encompassing 1) detailed overview of the new DOE 10 CFR 851 rule and its scope for workers, explaining their rights under the rule, contractor responsibilities, and opportunities for training; 2) detailed overview of Radiological Dispersal Devices (RDD) preparedness training for skilled support personnel; each of the proposed modules for awareness-level responders was detailed and explained. For each of the presentations, breakout sessions to gather feedback and technical questions were conducted. A technical summary of feedback items and question responses with proposed changes in the presentations was prepared and distributed. The presentations proposed under this requirement will use data gather from the previous meetings to create DOE 10 CFR 851 rule and RDD training tools that will serve as an awareness-level health and safety resource for skilled support personnel who will participate in a dirty bomb response. Training meetings under this requirement are tentatively scheduled to occur between July 30, 2007 and September 30, 2007. Respond to this requirement by submitting written capabilities/specifications to the Contract Specialist at the above address. This notice of intent is not a request for competitive proposals; however, all responses received within 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Mizula, LLC. The NAICS Code/Size is 541690/$6.5 M. This purchase is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items.
