POSITION TITLE: ) Training Advisor (Intermittent PSC, OTI Bullpen) 5. MARKET VALUE: The position is the equivalent of a GS-12 (base, non-locality) with a salary range of $56,301 to $73,194. The actual salary of the successful candidate will be negotiated within the daily pay range depending on qualifications, salary and work history, experience and educational background. Salaries over and above the top of the pay range will not be entertained or negotiated. 6. PERIOD OF PERFORMANCE: The duration of this intermittent contract will be for two years, with three one-year option periods from the date of signing. The Personal Services Contractor hired under this contract will provide up to a maximum of 250 workdays of service per year. The specific projects, as well as dates, number of days and locations to be worked will be determined by mutual agreement between the contractor and his/her OTI supervisor according to the programmatic needs of OTI. It is understood that this contract provides no guarantee of any minimum number of days to be worked per year. 7. PLACE OF PERFORMANCE: Worldwide 8. STATEMENT OF WORK POSITION DESCRIPTION BACKGROUND The Office of Transition Initiatives (OTI) was created in 1994 as a distinct operating unit within USAID to help local partners advance peace and democracy in priority conflict-prone countries. Seizing critical windows of opportunity, OTI works on the ground to provide fast, flexible, short-term assistance targeted at key transition needs. Countries experiencing a significant political transition in the midst of a disaster or emerging from civil conflict have unique needs that cannot be fully addressed by traditional disaster relief. Timely and effective assistance to promote and consolidate peaceful, democratic advances can make the difference between a successful or a failed transition. OTI assists in securing peace by aiding indigenous, mostly non-governmental, civil society and media organizations. OTI uses such mechanisms as support for re-integration of ex-combatants into civilian society; development of initiatives to promote national reconciliation; identification of quick-impact community self-help projects to meet urgent economic needs; and aid to independent media outlets and community-based organizations to help promote informed debate and broaden public participation. To respond quickly and effectively and meet its objectives and mandates, OTI retains a group of high level professionals and experts under personal services contracts referred to in OTI as the "bullpen," serving on intermittent/part-time contracts to provide surge capacity for OTI worldwide. These knowledgeable and skilled professionals must be prepared to work both in the field and in Washington, often with little time for preparations. For more information about OTI and its country programs please see: http://www.usaid.gov/our_work/cross-cutting_programs/transition_initiatives/ INTRODUCTION The worldwide nature of OTI's program requires a Training Advisor who can provide immediate consultation on OTI projects when requested. The proper execution of OTI programs demands that an individual with training and facilitation skills be available to be sent out on a case by case basis to facilitate specific training related services such as OTI orientation, start-up workshops, strategy sessions and project reviews. To maximize program effectiveness, the incumbent will develop training sessions to support staff training and development. The incumbent must be available and prepared to provide these services both in OTI operation units overseas as well as in Washington, DC. OBJECTIVE The objective of this solicitation is to provide on-call training specialist capabilities to the OTI Bullpen. 9. CORE FUNCTIONAL AREAS OF RESPONSIBILITY This position requires excellent training design and delivery skills, a high degree of communication skills and facilitation ability to serve as a liaison between the Office of Transition Initiatives, USAID Washington, and contract staff for training related matters. The incumbent will work with a wide range of OTI programs designing and facilitating country start-up workshops, strategy and team building sessions, reviews, and OTI training courses, both in Washington and in the field. The Training Advisor will report to the Chief of OTI's Operations and Management Division or his/her designee, and also liaise and collaborate with the OTI Program Office, country program teams in the OTI Field Programs Division, and implementing partner staff as appropriate for planning and implementing various training or facilitation exercises. The Training Advisor will consult with his/her supervisor or designee on a regular basis to integrate OTI culture, operating procedures, and programming into training design and delivery and respond to office priorities for training related activities. The Training Advisor will, to the maximum extent possible: * Facilitate implementation and management discussions between OTI field staff, DC staff, and implementing partner staff regarding implementation and management issues (implementation review); * Design and deliver team building and strategy sessions; * Design and facilitate staff orientations and trainings, ensuring various USG interests and policy are represented within the training content; * Create training courses for OTI staff development in-line with the OTI Training Strategy. Training courses will be developed in collaboration with the relevant team (e.g., with the Program Office and Field Programs Division for best practices and program content in program trainings, and with the Operations and Management Division for best practices and program content in operations-type trainings). Training sessions will contribute to the development of strategic training direction and plans in support of OTI's overall goals; * Incorporate lessons learned from OTI field programs and OTI/W operations into training curricula and provide OTI/Washington with regular reports; * Communicate with OTI/W and OTI Field staff to integrate concerns, lessons learned, policy, and relevant information into trainings; * Contribute to the development of a library of training materials, job aids, and on-line materials to enhance OTI employees' performance; * Contribute to the development and maintenance of a monitoring and evaluation system for OTI training to include assessing the effectiveness of training sessions and applying lessons learned to the OTI Training Program; * Provide guidance and orientation to incoming OTI Trainer(s); and * Provide training or facilitation related support for other USAID offices as required. SUPERVISORY RELATIONSHIP: The Bullpen Training Advisor will take direction from and will report to the OTI Chief of Operations Division or his/her designee. SUPERVISORY CONTROLS: The Supervisor will set overall objectives. The employee and the supervisor together will develop deadlines, projects, and work to be accomplished. The incumbent is expected to take initiative, act independently, and manage his/her tasks with minimal supervision. 10. PHYSICAL DEMANDS The work is generally sedentary and does not pose undue physical demands. During deployment on Assessment teams, Field Training, Disaster Assistance Response Teams (DARTs) (if required), and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds). 11. WORK ENVIRONMENT Work is primarily performed in an office setting. During deployment on Assessments, Disaster Assistance Response Teams (DARTs) (if required), and during facilitations and trainings, or other site visits, the work may additionally involve special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions. 12. EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION (Determines basic eligibility for the position. A bachelor's degree with a minimum of five (5) years professional experience in providing workforce training services, such as training program development and planning, logistical coordination, training session design, strategic planning, and design and delivery of adult participatory education; OR A Master's degree in the field of training, education, international development, or a related specialized field AND a minimum of three (3) years of professional experience in providing workforce training services, such as training program development and planning, logistical coordination, training session design, strategic planning, and design and delivery of adult participatory education; AND * Demonstrated experience facilitating training sessions; experience in the conceptualization, design and management of training sessions or workshops for international assistance programs focusing on transition or development; and experience in the design and implementation of training monitoring and evaluation systems, training database use or knowledge management systems; * A minimum of (6) months overseas experience working on training development or facilitation. EVAULUATION FACTORS (Determines basic eligibility for the position. BASIS OF RATING: Applicants who meet the Education/Experience Requirements and Selection Factors will be further evaluated based on scoring of the Evaluation Factor responses.
