Description
THIS PRE-SOLICITATION NOTICE IS BEING ADVERTISED ON AN UNRESTRICTED BASIS, INVITING FULL AND OPEN COMPETITION. The scope of work includes design and construction efforts for an extensive replacement of the airfield lighting systems and controls. Systems include edge lighting systems, new vault with regulators, controls, emergency power systems, signage, windsocks, PAPI systems, relocation of the beacon, and development of a parking apron. EVALUATION CRITERIA - The areas of consideration for evaluation of proposal are detailed below and will be included in the RFP in Section 00202 - Technical Evaluation Factors. The Evaluation Factors are summarized below and are of equal importance: FACTOR A ? PAST PERFORMANCE FACTOR B ? TEAM QUALIFICATIONS FACTOR C ? SMALL BUSINESS SUBCONTRACTING EFFORT FACTOR D ? TECHNICAL AND MANAGEMENT APPROACH The Government will award one Firm-Fixed Price Contract resulting from the proposed solicitation to the responsible contractor whose proposal conforms to the solicitation and considered to be the BEST VALUE to the Government, price and technical factors considered approximately equal. This procurement will consist of One Phase only. Proposals will be evaluated based upon evaluation factors listed above and Price Proposal. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all contractors submitting proposals; use of tradeoff processes when it may be in the best interest of the Government; to consider award to other than the lowest price proposal, or other than the highest technically rated proposal; and to award to the contractor submitting to the proposal determined by the Government to be the most advantageous BEST VALUE to the Government. CONTRACTORS SUBMITTING PROPOSALS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSAL AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Contractors submitting proposals should not assume they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposal. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. Concerning specifications, the Government intends to issue Request for Proposal (RFP) specifications only on the WEB at the time of solicitation issuance. It is anticipated that the solicitation will be issued no later than August 1, 2007. Proposals will be due 31 August 2007, 2:30pm CT. The entire solicitation, including any plans and the specifications will be available for viewing and downloading at http://esol.nafvac.navy.mil upon issuance. Prospective Offerors need to immediately register on the web site. The official plan holders list will be maintained and can be viewed and printed from the web. Amendments will be posted on the web site. This will normally be the only method of distributing amendments; Therefore, IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. It is imperative that all of the offerors ensure the information loaded on the website, i.e., email address, telephone number, and point of contact is accurate in order to receive the proper updates. Offerors must also be registered in the Contractors Central Registration in order to participate in this procurement. The website for CCR is http://www.ccr.gov. All technical inquiries must be submitted in writing at least 15 days prior to date of receiving proposals. Submit technical inquires to norman.julien@navy.mil. The estimated value of this project is between $2,100,000 and 2,800,000. The estimated days for completion are 365 days from date of contract award.
