Description

The Naval Warfare Center Aircraft Division Lakehurst intends to solicit and negotiate a Cost plus Fixed Fee contract with the Bell-Boeing Joint Project Office, with Bell Helicopter in the lead, for the purchase of 2 each of the following Air Cycle Machine Tools. Air Cycle Machine Test Stand, P/n 924116-1-1, SERD 1641; Balancing Arbor, P/n 924108-1-1, SERD 2274; Trim Balancing Set, P/n 9241141-1, SERD 2275; Axial Load Fixture, P/n 3212709-1, SERD 2443; Tie Rod Stretcher, P/n 3212731-1, SERD 2444; Run Out Fixture, P/n 3212705, SERD 2445, Rotating Assembly Fixture, P/n 3212704-1, SERD 2446. These parts are specifically designed for compatibilitiy with the V-22 aircraft. The Government intends to procure this equipment under the authority of 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Section 6.302-1. Bell Helicopter is considered the only supplier, as they have designed and tested these parts to meet the needs of the Government. They have been qualified for use with the V-22 aircraft. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Bell Helicopter owns the technical drawings, specifications and data rights for these parts, the Government does not.
