Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation/synopsis reference number is W912JF07T0018 is being issued as a Request for Quote (RFQ). Contractors may obtain a copy of the combined synopsis/solicitation with any attachme nts (i.e. performance work statement) on or after the issue date by accessing the following address via the internet: http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp?SolType=Simplified%20. This solicitation will be issued electronic ally as will any amendments thereto. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. This acquisition will be full and open competition All responsible sources may sub mit a quotation, which shall be considered by the agency. The associated NAICS code is 423830. Contractor shall design, build, and install new Chemical Agent Resistant Coating (CARC) Paint Spray System (SYSTEM) at Camp Joseph T. Robinson. Contractor shall deliver SYSTEM consisting of paint application equipment that is capable of successfully applying paint products that have been tested and approved by the Army Research Laboratory (ARL). Application equipment will be capable of applying CARC coatings wi th no defects, catalyst hardening, or paint clogging that satisfy or exceed the following specifications: MIL-C-53072 CARC System Application; MIL-DTL-64159, coating, water dispersible aliphatic polyurethane, chemical agent resistant; MIL-DTL-0053030B, pri mer coating, epoxy, water reducible, lead and chromate free. All work shall be performed in accordance with the Performance Work Statement (PWS). LINE ITEM 0001 (1) Lump Sum; provide all personnel, transportation, equipment, tools, materials, and supervi sion necessary to install design, build, and install new chemical agent resistant coating (CARC) paint spray system at Camp Joseph T. Robinson, Arkansas in accordance with the attached PWS. SITE VISIT. A site visit will be conducted on 25 July 2007, at Cam p Robinson, at 10:00. If attending site visit please respond in writing with your company information and names of personnel attending at least three days prior to TSgt. Nicholas DeGuire. Ensure you have a valid drivers license with current vehicle regist ration and proof of automotive insurance. The following factors will be used to evaluate Offers: (1) Past performance- Offers are required to submit three(3) references where work for same or similar projects were completed to customer satisfaction in th e past five years. (2) Technical- Offers must demonstrate how their product will meet the requirements of the RFQ. Technical information should include maintenance requirements and costs, performance data, and dimensions of system. Also a site visit is hi ghly recommended to verify all existing job conditions and dimensions. Failure to attend a site visit does not relieve the contractor of his/her contractual rights. All Equipment must meet OSHA and EPA Standards. (3) Price. Ability to meet the Government r equirements and past performance, when combined, are approximately equal to price.
