- The U.S. Coast Guard intends to procure 1,500 units of the rapid HIV 1/2 diagnostic test kits . (SEE NOTE 22) This proposed procurement is for services for which the government intends to solicit and negotiate on a sole source basis to DIAGNOSTIC SOLUTIONS LLC. 13329 CORTE DE CHCENA, SAN DIEGO, CA. 92128. SCOPE: 1. 1,500 units of the rapid HIV 1/2 diagnostic test kit with room temperature dating of twenty four months. 2. Shipping and handling to either centralized location (Washington D.C.) or individual clinics at no additional charge. 3. Customized user training program (electronic version already provided) with hard copy available if requested. 4. Limited travel on the part of Diagnostic Solutions, LLC for either training purposes or to conduct strategic partnership meetings with USCG personnel. Travel to be jointly agreed upon by both Diagnostic Solutions, LLC and USCG Headquarters. 5. Technical Support available to all USCG HIV test operators between the hours of 7:00AM and 5:00PM, Monday through Friday, Mountain Standard Time. 6. Customer Support available to all USCG HIV test operators between the hours of 9:00AM and 9:00PM Pacific, seven days a week. . Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
