Description
The United States Department of Labor (DOL) is amending the following OMB Circular A-76 announcement, which originally appeared in FedBizOps on December 30, 2005 as R-A76 Standard Competition CA Study DOL, OCFO Finance & Accounting Services (Reference Number: DOL-OCFO-Finance-Accounting-Svcs) and then later re-posted on FedBizOps as R-A76 Standard Competition, DOL Multi-Agency Finance & Accounting Services. This Notice supersedes or replaces previous notice(s) for the FedBizOps notice only. There are no changes to the solicitation specification that was posted in FedBizOps on December 04, 2006. Previous notices were entitled A76 Standard Competition CA Study, DOL, OCFO Finance & Accounting Services (reference-number-DOL-OCFO-Finance-Accounting-Svcs)and/or DOL Multi-Agency Finance and Accounting Services Functional Area (reference number-DOL-OCFO-Multi-Agency-Finance-Accounting-Svcs1). In accordance with Section 5.c of OMB Circular A-76 and authority granted by the Office of Management and Budget (OMB) the United States Department of Labor has been granted a deviation to complete the subject competition. The competition is to be completed by February 28, 2007. The Final specification including the PWS is attached and posted to FedBizOps. In accordance with OMB Circular A-76, the United States Department of Labor (DOL), announces a Standard Competition of the DOL Multi-Agency Finance and Accounting Services Functional area, which includes employees in Washington, DC and throughout the United States (10 states). The job functions include, but are not limited to, general accounting, collections & account receivables, payments, reconciliations & reports, travel, and financial systems support services. These functions are performed by the following DOL Agencies: BLS-Bureau of Labor Statistics, ESA-Employment Standards Administration, ETA-Employment and Training Administration, MSHA-Mine Safety and Health Administration, OSHA-Occupational and Safety Health Administration, OCFO-Office of Chief Financial Officer, and OASAM-Office of the Assistant Secretary for Administration and Management. The intent of the competition is to determine the most efficient and cost effective method of providing the subject services. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. The NAICS Code for this procurement is 541219 Other Accounting Services. This notice also corrects the information to indicate that these functions are currently being performed by approximately 109 government employees. The Competitive Sourcing Official for this competition is Mr. Patrick Pizzella; the Contracting Officer is Mr. Peter Higginbotham; the Agency Tender Official is Mr. Bruce Tarsia. Firms interested should follow instructions indicated. It is the sole responsibility of the interested firm to monitor the website for notification of any modifications to the solicitation specification.
