Description
This is notice of intent to award a sole source firm fixed price contract to High Desert Special Operations Center (HDSOC), 410 E Street, Hawthorne, NV 89415-1237 under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, to provide pre-mission training at Hawthorne Army Depot, Hawthorne, NV during the period 3 Aug ? 2 Sep 2007. The information received to support this sole source reveals that the environment in the Hawthorne, NV area closely resembles that of Afghanistan, consequently providing the most realistic training environment for these soldiers. Further, HQ, Army Sustainment Command issued a no-cost agreement to HDSOC for sole use of the ranges on Hawthorne Army Depot. This agreement limits the use of the ranges to provide training to soldiers to HDSOC only. This notice is not a request for offers. The anticipated date of award is 25 July 2007. Because of the inability of any other contractor to obtain authority to training on these ranges, and because it is necessary for the soldiers to train during this period and in this environment, the contractor identified is the only known source for the subject requirement. Responses to this notice will be used to determine if bona fide competition exists to provide pre-mission training at Hawthorne Army Depot. This training shall include extensive training in the care, use, riding, and employment of horses, pack animals, motorcycles, all-terrain vehicles (specifically the 450 ATV), and general purpose mobility vehicles (GMV). It shall also include day and night and off-road driving in GMVs. The training shall also include shooting at moving targets and shoot-on-the-move instruction, door breacher training, IED simulation and scenarios and shall require the contractor provide urban combat range facilities. Vendor responses shall be in writing and include documents that clearly demonstrate the ability to train on the Hawthorne Army Depot and have full use of the installation ranges and other facilities to support this training. All responses from responsible sources will be fully considered; however, determination to compete or not to compete this requirement is solely at the discretion of the Government. No extensions will be granted. The Government will not pay for any information submitted. Only electronic submissions will be accepted. No telephone responses will be accepted.
