- NASA/MSFC has a requirement for the development of CDF tools for analysis of multi-flow flows. NASA/MSFC intends to purchase the items from the University of Michigan for the following reasons: 1. The University of Michigan is the developer of the STREAM research code which MSFC is presently using on-site for the Main Propulsion System (MPS) Computational Fluid Dynamics (CFD). The University of Michigan is also currently working with MSFC on the development of CFD analysis of MPS components. 2. It is essential that the modules developed in the proposed work be compatible when being integrated into the STREAM code. This work is needed for analysis of the Crew Launch Vehicle (CLV). 3. NASA earmarked money for the CUIP (Constellation University Institutes Program) under which the STREAM code was developed as research code. As research code, it is not commercialized for others to use. Therefore it is to the Government?s best interest to keep any work associated with the STREAM code with the same contractor. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 07/23/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
