This is a combined synopsis / solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation. Solicitation number / RFQ N00244-07-T-0702 apply. The agency need: 0001AA SHOWER HEAD TRAILER UNIT ? 38 EA 0001AB PORTABLE WATER TRUCK (3K GAL TANK) ? 1 EA 0001AC GREY WATER TRUCK WITH DAILY DUMPING (3.5K GAL TANK) ? 1 EA 0001AD 12 MAN SHAVING/SINK UNIT ? 1 EA 0001AE PORTABLE TOILETS WITH DAILY SERVICE ? 50 EA 0001AF 2 STATION SINKS WITH DAILY SERVICE ? 15 EA 0001AG 20 YARD DUMPSTERS WITH DAILY SERVICE ? 4 EA 0001AH 3 YARD DUMPSTERS WITH DAILY SERVICE ? 4 EA 0001AJ LAUNDRY UNITS ? 8 EA (4 WASHERS AND 4 DRYERS) STATEMENT OF WORK SEAHAWK 2007 LOGISTICS CONTRACT 1.0 INTRODUCTION 1.1 Scope. This work specification establishes the requirement for material contract to support Logistics for Naval Expeditionary Combat Command Exercise SEAHAWK 2007, 07 August 2007 ? 24 August 2007 at the Silver Strand Training Complex, Coronado, California. 1.2 Mission: To establish and provide logistic support to a four hundred seventy - four (474) person life support area (LSA), and multiple remote sites throughout the San Diego Bay area in direct support of exercise SEAHAWK 2007. 1.3 Government Monitoring: The government shall monitor the contractor?s performance and support rendered by daily inspections and surveillance of contractor provided equipment in accordance with applicable directives. The monitoring will be conducted in a manner and frequency that minimizes interference with the operation and maintenance of said equipment. 1.4 Support Concept. 1.4.1 Contractor Support Services. The contractor will support the LSA by providing equipment not carried or supported by Naval Coastal Warfare Squadron and subordinate unit Tables of Allowance (TOA) so as to ensure habitability of the LSA. This equipment includes, but may not be limited to: Containerized shower facilities, portable toilets with shaving unit, hand washing stations, kitchen, non-potable and potable water, grey/black water containment and removal. The contractor shall perform all maintenance and upkeep of contracted facilities in accordance with operating directives. NOTE: To facilitate contractor provided services above, contractor will be required to provide sufficient power generation capability to support contracted services. Naval Coastal Warfare units will not provide power to contractor provided equipment. 1.4.2 Applicable Documents. The following documents of the revision and date upon contract award are applicable in the performance of this Statement of Work (SOW) to the extent specified herein. Subsequent revisions will be applicable unless specifically disapproved by the Contracting Officer: 1.4.3 Location of Work. All work performance specified in this contract will be accomplished at the SSTC, Naval Amphibious Base Coronado, Naval Air Station North Island, Naval Station 32nd St and the fleet Anti-Submarine Warfare Training Center. The contractor will be given twenty-four (24) hours advance notice of move/relocation of equipment requirements. 1.4.4 Security Clearances/Security Requirements: The Government conducts security investigations by Defense Security Service (DSS) for secret and confidential clearances. Security clearances will not be required for this exercise. 2.0 OPERATIONAL REQUIREMENTS 2.1 Operational Readiness: The contractor shall make best effort to ensure all contracted equipment?s readiness is maintained throughout the terms of the contract. If contracted services are not being maintained to an appropriate level it is incumbent upon the contractor to take immediate action to correct the shortage. 3.0 GENERAL AND ADMINISTRATIVE REQUIREMENTS 3.1 GENERAL 3.1.1 Task Description: This effort is established as major tasks areas listed in Paragraph 1.4.1 and further delineated in Sections 3 and 4. 3.1.2 Work Schedule: The contractor shall have employed sufficient personnel with the experience and qualifications to perform the tasks. The Contractor shall be prepared to support 24-hour operations, however, the majority of work required will be conducted during daylight hours. 3.1.3 Training Certification and Licensing: The contractor shall be responsible for certification/licensing of personnel for all tasks. The Contractor is required to provide qualified personnel to perform contracted work and the Government reserves the right to review those qualifications in specific instances. Tasking that requires training for re-qualification will be the responsibility of the Contractor. 3.1.4 Mishap / Accident Responsibility: A Navy appointed mishap investigation board will conduct mishap investigations. The Contractor shall cooperate full and support the investigation with reports and other information as required. 3.2 ADMINISTRATIVE 3.2.1 Logistics Support: Logistical support will be provided by the Contractor to support actions. 3.2.2 Documentation: The Contractor shall keep accurate records by documenting work accomplished. Photos and Specifications to be included with offer for each item. Items that do not have specifications please identify. The Government will not provide the following: A. Portable Water Source B. Dumping Site for the Gray and Black Water C. Meals for any working personnel Mileage to supply equipment is to be calculated in the cost of item not separately. Delivery schedule is not negotiable. Equipment must be at locations as requested during the dates of 07 August 2007 ? 24 August 2007. Proof of liability insurance is required. At the time of award, personnel identification will be required for security reasons. All items are to be delivered to: Various location and Locations will be determined at a later date. Delivery Schedule is 07 August 2007 ? 24 August 2007. Shipping: Various locations. The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; and FAR 52.211-6, Brand Name or Equal. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-re lated factors. Provision 52.212-2, Evaluation ? Commercial Items, app lies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation?s minimum criteria for technical acceptability at the lowest price. To be determined technically acceptable, the offeror must furnish product literature that demonstrates the products offered meet all requirements stated in the above purchase description. In addition NAVSUP 5252.215-9402, Notice to Prospective Offerors, and 5252.215-9403, Additional Evaluation Factors ? Contractor Evaluation System, Red / Yellow / Green Program applies. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but mu st include the following information: 1) Company?s complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery / availability of product / s, the company?s CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. In addition, if you are quoting on a comparable commercial item, product literature must be included. All FAR certifications and representations specified above must also accompany your quote. N00244M313 EVALUATION OF OFFERS ?USING CAPABILITY TO PERFORM AS MINIMUM CRITERIA, PAST PERFORMANCE AND PRICE FACTORS (APR 1996) (FISC SAN DIEGO) (a) The Government plans to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. (i) CAPABILITY TO PERFORM (ii) PAST PERFORMANCE (ii) PRICE Only those Offers which are determined by the contracting officer to be technically capable of performing under Factor (i) will be further evaluated under Factors (ii) and (iii). In the second step of evaluating those offers determined under Factor (i) to be technically acceptable, factor (ii), PAST PERFORMANCE, is significantly more important than Factor (iii), PRICE. Although cost is not as important as past performance, it should not be ignored. The degree of its importance will increase with the degree of equality of proposals in relation to past performance, or when it is so significantly high as to diminish the value of the past performance superiority to the Government. At the discretion of the Contracting Officer, the Government intends to evaluate proposals and award a contract without discussions with offerors. Each initial offer should, therefore contain the Offeror's best terms from both a price and technical standpoint. (b) By submitting a signed proposal under this solicitation, Offeror asserts that it is technically capable of performing the specification/ statement of work and all aspects of this contract. The contracting officer will validate offerors technical capability to perform by verifying that the offeror has financial resources, organization and facilities required to perform the contract. TECHNICAL CAPABILITY TO PERFORM represents MINIMUM acceptable criteria. Under this factor, offers will be determined to be either technically acceptable or unacceptable. Failure to be determined technically acceptable under this factor will render the offer to be unacceptable and to not be considered for award. (c) Offeror's PAST PERFORMANCE information will be used to make a determination of whether the offeror has a satisfactory record of past performance. Offerors should, therefore, provide performance history and references to demonstrate satisfactory performance for up to three prior similar contracts performed within the past three years. PAST PERFORMANCE information should be provided on the form provided as an attachment to this solicitation. Information utilized will be obtained from these references as well as any other sources who may have relevant information. Offers which lack relevant past performance history will receive a neutral rating for this factor. Any Offeror's proposal which has no relevant past performance history, while rated neutral, may not represent the most advantageous proposal to the Government and thus, may be an unsuccessful proposal when compared to the proposals of other offerors. The Contracting Officer will evaluate Offeror's PAST PERFORMANCE as follows: NEUTRAL: No relevant past performance available for evaluation. Offeror has asserted that it has no relevant directly related or similar past performance experience. Proposal receives no merit or demerit for this factor. OUTSTANDING: No risk anticipated with delivery of quality product, on time, or of any degradation of performance, or lack of customer satisfaction based upon offeror's past performance. SATISFACTORY: Very little risk anticipated with delivery of quality product, on time, or of degradation of performance, or lack of customer satisfaction based upon the offeror's past performance. MARGINAL: Significant potential risk anticipated with delivery of quality product, on time, and of degradation of performance based upon the offeror's past performance. (d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
