- THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. HOWEVER RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR A FUTURE ACQUISITION. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. NO BID PACKAGE IS AVAILABLE AT THIS TIME. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING A BID PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. Naval Facilities Engineering Command, PWD, Patuxent River, MD is seeking qualified and interested parties with a first priority on US Small Business Administration SBA certified 8(a), second priority on US Small Business Administration HUBZone Set-Aside and/or Service Disabled Veteran-Owned Small Business (SDVOSB) and third priority on Unrestricted firms. The work includes the following: Provide all design, engineering, management, supervision, labor, transportation, equipment, construction, materials, fabrication, inspection, shipment, permits, startup and acceptance testing to replace the existing high pressure steam boiler plant at the TC-7 Steam Catapult Facility, Naval Air Warfare Center, Patuxent River MD. Work includes, but is not limited to, replacement of two 30 million BTUH D-type water tube steam boilers, feed water pumps, burner assemblies, controls, fuel oil pumps, piping and trains, forced and induced draft fans, piping, electrical, and all necessary appurtenances, controls and auxiliary equipment for a complete and useable installation. Existing de-aerator heater, water treatment systems, auxiliary fire tube boiler, oil storage tanks, and compressed air system shall remain. The cost estimate for this project is between $1,000,000 and $5,000,000. Interested sources are invited to respond to this sources sought announcement by responding to DESIGN/BUILD WORK STATEMENT TO REPLACE HIGH PRESSURE STEAM BOILERS TC-7 CATAPULT, NAVAL AIR WAREFARE CENTER, PATUXENT RIVER, MD (attached). Submit a maximum of 3 projects describing the following: 1. Experience: Describe completed projects that are similar in size, scope and complexity with the proposed project in the last three (3) years. For each of the completed contracts/projects submitted, provide the title, location, whether prime or subcontractor work; contract or subcontract value; type of contract; contract completion date; customer point of contract including phone number; brief description or scope of work for this project; self performed work; percentage of self-performed work; and overall performance rating received. 2. Bonding capacity: Provide name of surety, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 3. Identify whether your firm as an SBA certified 8(a), HUBZone, or Service Disabled Veteran-Owned Small Business concern, or Large Business. For more information on the definition or requirements for these, refer to http://www.sba.gov. DO NOT SUBMIT A PROPOSAL. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, PWD Patuxent River, MD will utilize the information for technical and acquisition planning. If adequate responses are not received from 8(a), HUBZone, or Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on an unrestricted basis. All proprietary information not to be disseminated in Government documents must be clearly identified. Please respond to this announcement by 2:00 p.m. (EST) 07 August 2007 by submitting one or more e-mails containing one or more PDF attachment(s) to patrick.k.riley@navy.mil. If necessary, more than one email may be sent. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
