Box 532711, Los Angeles, CA 90053-2325 Description: SOLICITATION NO.: W912PL-07-R-0020 C-17 Alter General Maintenance Facility LOCATION: March Air Reserve Base, Riverside County, California Estimated Cost Range is over $5,000,000 - $10,000,000. This Procurement will be conducted under FSC CODE: Z129, SIC CODE: 1542, NAICS Code: 236220. The size standard for this code is $31,000,000. Information about the time and location of the pre-proposal conference and/or site visit will be found in Section 00100 of the specifications. TYPE OF AWARD: Firm-Fixed Price DESCRIPTION: Project consists of altering existing fuel cell hangar and existing multi-purpose maintenance hangar to accommodate C17 aircraft. Alter existing inspection hangar to accommodate KC-135 aircraft maintenance function. Modify lighting, fire pr otection, reconfigure admin spaces, include electrical and fuel flume ventilation systems and reconfigure hangar doors. Project must meet current AT/FP standards, and appurtenant work. All proposals are due not later than Sept. 11, 2007/2:00 pm PST. The acquisition method is negotiated procurement. Offerors will be required to submit both a technical and a price proposal. Award will be made on the basis the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cos t factors. It is the Governments intent to award based on initial offers without discussions, therefore, the offerors shall submit their best technical and price proposals. Evaluation factors may consist of the following: Past Performance, Experience , Management Plan, Utilization of Small and Small Disadvantaged Businesses. Aforementioned evaluation factors may not be all inclusive. Subcontracting Plans are required for all construction contracts awarded to a large business when the award amount exc eeds $1,000,000.00. If the offeror is a large business, they will be required to submit a subcontracting plan as part of their proposal package. The Los Angeles District subcontracting goals are specific percentages of the contractors total planned subc ontract amount. The goals are as follows: 51.2% with Small Business, 8.8% with Small Disadvantaged Business, 7.3% with Women- Owned Small Business, 3.1% with HUBZone Small Business, 1.5% with Service-Disabled Veteran-Owned Small Business. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the Provisions of Public Law 95-507.
