Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U. S. Army Contracting Agency, Contracting Center of Excellence (CCE), on behalf of the US Army Headquarter, Installation Management Command (IMCOM), 2511 Jefferson Davis Highway, Arl ington, VA, proposes to procure Administrative Management and General Management Consulting Services (NAICS Code: 541611) for the instruction of the Advanced Analysis Learning Program (AALP) Training. The Program consists of five (5) Financial Analysis co urses, as described as follows: Analysis 101-Budget and Data Analysis (3 days), Analysis 201-Applied Statistics and Presentation (2 days), Analysis 301-Analyzing Data Using Microsoft Excel (3 Days), Analysis 401-Predictive Analytics (4 Days), and Analysis 501-Capstone Experience: Business Case Analysis (5 Days). The course of study will advance a practical, highly tailored, analytical training program that simulates on-the-job learning environments, resulting in improved skills in analytical, problem sol ving decision making and critical thinking to serve IMCOM and DA civilian PM personnel. The Offeror shall provide all personnel, supervision, and other items and services necessary to perform in support of AALP Training. Training services must provide an off-the-shelf commercially available practical, highly tailored, analytical training program that simulates an on-the-job learning environment, resulting in improved skills in analysis, problem solving, decision making and critical thinking to meet the re quirements of IMCOM financial community. The Program is specifically designed for resource management and program analyst personnel at the intermediate and senior level positions for Financial Managers, Budget Analysts, Manpower Analysts and Accountants w orking in IMCOM Systems. The Offeror must have experience designing and writing customized business cases that incorporate analysis using Microsoft? Excel and PowerPoint. Primary places of performance are in the U.S., Europe and the Pacific. Course prese ntation must use military briefing techniques. This requirement is expected to be awarded as a Firm Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a period of performance that includes a 12 month base period and two one yea r option periods. This requirement is a 100 percent Small Business Set-Aside.
