Description
NOTIFICATION OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER. The Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA) is interested in learning the extent of coverage under Medicaid of intensive community mental health services for adults and children. In particular, coverage of emerging evidence-based practices would be very valuable information. Specifically, SAMHSA seeks an analysis of the regulations and other rules of the 50 states and the District of Columbia that will describe: 1) The number and names of states that include children with serious mental and emotional disorders (however defined) and adults with serious mental illness as target populations under the Medicaid Targeted Case Management service category; and 2) The number and names of states that include a range of community-based mental health services for adults and children under the rehabilitation option. The specific services will include, at a minimum, certain evidence-based practices and services that have been specifically authorized in policy guidance by the Centers for Medicare and Medicaid Services (CMS). This project will provide SAMHSA with a summary of the various coverage choices made by states and provide the agency with a short summary of findings, as well as a set of tables that provide the data on which states cover which services. This requirement shall be completed within 6 months. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, The Bazelon Center for Mental Health Law, under the authority of FAR Part 13.206-1(b)(1). No solicitation document is available at this time. Any firm that believes it may have the capabilities to perform this requirement is encouraged to submit their capability statement addressing each of the items/areas cited above. Interested parties must possess the following knowledge: a) Knowledge of Medicaid law and policy as it relates to mental health issues; and b) knowledge of Medicaid-covered services available for children with mental health problems and various aspects of Medicaid managed care policy and Medicaid mental health policy in general. Firms possessing these required capabilities should submit a cover letter, along with their capability statement, demonstrating the ability to perform all aspects of this requirement. Responses must include: the contractor's name and business address; the name, phone number and e-mail address of a point of contact; the contractor's Tax Identification Number and DUNS number (so the Government can verify that the firm is registered in the CCR); a list of previous contracts for similar type requirements; and any company literature or brochures that may be relevant. This notice of intent is not a request for competitive proposals. However, all capability statements or proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. Small business concerns (including small businesses, small disadvantaged businesses, HUBZone small businesses, woman-owned small businesses, veteran-owned small businesses, etc.) are encouraged to review this notice. E-mail capability statement to lwolf@psc.gov. A determination by the Government not to compete the proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any requests for solicitation packages will be disregarded.
