- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service, Fishery Monitoring and Socio-Economics Division located in Honolulu, HI intends to acquire services for the enhancement of the current ARCGIS application software. The period of performance is through April 2008. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. The known source is Mappamondo GIS snc of Francesca Riolo and Michele Vittorio, Parma, Italy. Francesca Riolo helped develop the original version of the complex Fishery Analyst Version 1 ARCGIS application approximately one year ago. Riolo is the only person with the intimate understanding and knowledge of this robust and complex fisheries software application, and the only person with access to the original source code. The vendor will be required to 1) make substantial improvements to the existing ARCGIS application developed in 2004-2005 to analyze and plot fisheries parameters for the federally managed American Samoa and Hawaii longline fisheries; and 2) develop and provide a web-based application to access and download non-confidential plots and time-series animations created by the main application of the most significant factors of these fisheries, such as catch, effort, and CPUE. The web interface should allow easy browsing of the available plots through a set of user-selected search criteria.
