Description
This is a Request For Information for the purposes of conducting market research. This RFI does not constitute a future contract and vendors shall not be compensated for providing information. There is no solicitation available at this time. The Administrative Office of the U.S. Courts (AO) is currently performing a market survey to determine if GSA Schedule vendors exist that can meet the following concept. The AO is seeking sources capable of providing Geomapping and GIS Solution for Enterprise Portal. Objective: The purpose of this RFI is to acquire the appropriate Geomapping and Geographic Information Systems (GIS) service model for a judiciary wide service to court entities requiring diverse geomapping tool requirements. Existing service models may consist of free, licensed/subscription service, and buyer-owned services. Additional purpose is to acquire the basic package for Geomapping and GIS licensed subscription services The desired end result is for a vendor to deploy, administer, and maintain an enterprise geomapping and GIS solution which includes the service model consisting of an enterprise geomapping license service and the geomapping tools for the development of GIS applications, providing exclusive service for the courts and meeting the standard for 24/7 accessability in a secure environment using VPN capable security methods. The vendor provides the resources to develop GIS systems based on requirements, work priorities, and authorization to begin work for GIS Application Development efforts and only available as an add-on service. Basic GIS Services: Standard Judiciary map that contains the location by street address and geocodes of every Judicial office; Provide a spatial perspective to court locations by circuit, state, district, or court entity; Supports geocoding; Translates latitude and longitude into a map location; Integrates with NOAA hurricane and storm tracking data; Provide accurate driving directions; Support identification of most direct path to a single location; Calculate the total mileage driven to the location; Calculate total mileage between multiple sites; User tagging of multiple sites on a map with the capability to save and edit these tags; Overlay of public services which include police stations, fire stations, hospitals, trauma centers, Red Cross stations, public bus/rail/subway transportation stations, airports and public shelters located within various mileage radius of 1/2 mile, 1 mile, 5 miles, 10 miles and 25 miles of a user selected location; Common map API for connection to CAD tools; Common map API or Web Service for interoperability between a map's selected court office location and applications tracking assigned equipment, personnel and budget; Ability to add hyperlinks to maps; Ability to create map areas that are hotspots; Ability to specify destination web pages for hotspots on a map; Customizable map captions; Custom icons for visualizing a location (ie., bus stop, court location, metro station); Drag and scroll in multiple horizontal and vertical directions; Capability to zoom in and zoom out; Integration of third-party map overlaps using GIS standard APIs; Custom map borders; Map portlets with .NET and JSR-168/286 connectors; Web-based; Supports Keyhole Mark-up Language (KML), Open Geospatial Consortium (OGC) protocols such as Web Mapping Service (WMS) and Web Feature Service (WFS) and Geographical Markup Language (GML); Support Spatial Data Transfer Standard (STDS); Support Unified Modeling Language (UML) schemas; Complies with the Cadastral Data Content Standard (CDCS); Compiles with National Standard for Spatial Data Accuracy (NSSDA). Add-on GIS Services: Custom mapping to ensure that defendants/offenders do not reside within a certain radius of a particular type of establishment (i.e. school, liquor store) as required by court ordered condition; Custom mapping that displays the location of treatment and rehabilitation service providers close to defendants/offenders residence; Custom API for integration with business intelligence application.
