- The Postal Service plans to issue a Fixed Price Contract to provide all labor and materials required to install a complete roofing system as detailed in the attached specification and drawings. The facility is located in Richland County, Columbia SC P & DC, 2001 Dixiana Rd., West Columbia, SC 29172. The facility must remain in operation at all times during the execution of the work. The contractor will be responsible for all permits, fees, coordination and all charges including but not limited to Local, Town, City, State, Federal, and all utilities. Contractor must conform to Local, Town, City, State, Federal codes and regulation including ADA, Fire Department, all municipalities, etc. Environmental concerns including but not limited to asbestos, lead, radon, and water test results must be submitted by certified professionals, as per the criteria set forth by the Contracting Officer, by the Contractor. According to building records, this facility contains asbestos materials and lead-based paint. There are no known hazardous materials in this facility. The contractor is responsible for all independent quality control testing, including testing specified as per ?Owner?. The Contractor will pay for all tests. All testing labs and personnel must be certified/registered in their respective field and approved by the Contracting Officer and/or his representative (COR, USPS, A/E). This supercedes requirements in related specification. The contractor will coordinate with the facility manager all phases of work and any shutdown procedures. Off-hours, holiday and weekend work shifts may be required as necessary in order that USPS operations will not be shut down. Weekly meetings with the Postmaster will be held for coordination of schedule. Contractor will coordinate warranty inspection 11 months after final acceptance of project. District, USPS A/E, Postmaster and FSO are to be invited. Contractor will provide a construction schedule including all phases of demolition and construction within 10 working days of the Notice to Proceed or at the Preconstruction Meeting, whichever comes first. Health and Safety Plan shall be submitted with the contractor?s proposal. Environmental Compliance and Management Plan will be required within 15 days after Notice to Proceed. Contractor is responsible for ALL taxes and must be indicated on the Schedule of Values. The estimated cost of the project is between $2,700,000 and $3,000,000 with construction completion within 240 calendar days from notice to proceed.
